A) feed them chicken neck etc more often
B) keep them BOTH in the same place (why would one stay in the house and not the other?)
C) you should have stand in between when feeding them and put the youngest one at its place when he started growling, while keep watching over while they fed together

YOU are in charge, not the pup, so make your authority be respected by making them follow YOUR rules.

Don't punish your dog except you want it to be a scardy cat. Dogs don't play with their food especially meat. It's natural animal instincts.

A dog being away from the mother doesn't make it tough or aggressive. That pup still lacks some milk its meant to get from the mother. Do research before you act.
Dogs are not aggressive just silly wicked owners.
