Ironsi's decree 34 aka unification decree specifically spelled out the end of regional governance .

This was were Niger delta problems actually started, the bulk of oil wells goes to Lagos and Abuja and they get only 13% derivation, as if this is not enough, all oil companies headquarters are in Lagos, the bulk of oil companies staff are non Niger delta, they are only giving a stipend to look after the pipelines
