A good case to prove this is to compare drug trade in Australia and Indonesia. Indonesia gives capital punishment to drug traffickers. Australia doesn't. Guess who has the highest incidence of drug use? Indonesia.

If you want to reduce crime rate, you make it difficult to carry out the crime. Punishment happens after the crime has been committed and is completely irrelevant to a criminal deciding whether to carry out the crime. Criminals see the payoff from their crime, the punishment doesn't factor in deciding whether to carry out a crime.
