Even country or entity is governed by set of rules, either imposed on them by founding fathers or the ones they set for themselves. The rules are contained in what is called a constitution.

By definition Constitution is a body of fundamental principles or established precedents according to which a state or other organization is acknowledged to be governed.

HOW POWERFUL IS THE CONSTITUTION
The Constitution of Nigeria is the supreme law of the Federal Republic of Nigeria. This means no other law can be used to govern Nigeria, except the 1999 constitution.

The 1999 constitution restored democratic rule to Nigeria, and remains in force till today, 28/6/17. In January 2011, two amendments of the 1999 constitution were signed by President Goodluck Jonathan, the first modifications since the document came into use in 1999.

WHAT DOES THE 1999 CONSTITUTION SAY ABOUT REFERENDUM?
For whatever reason, there is no provision for referendum in the constitution, hence we cannot conduct referendum in Nigeria.

Sometime in 2014, the debate was laid to rest during the confab, as Victor Ogene (APGA-Anambra), the Deputy Chairman, House of Representatives Committee on Media and Public Affairs, made this known at news conference in Abuja

He said there is no provision in the 1999 constitution for referendum. He said that the only document legislators are statutorily bound to invoke and act upon was the constitution.

“The only document we swore to uphold is the constitution. For any section to be altered, you need two third majority of both chambers of the National Assembly and two third of state assemblies.


“Unless this is done, the issue of referendum will not sail through, as there is nothing on referendum before the House,’’ he said.

President Goodluck Jonathan had mentioned, while inaugurating the National Conference, that the National Assembly was considering introducing referendum to the Nigerian constitution.



For those who want a referendum, you must first push an amendment of the 1999 constitution.

The first page of the constitution reads as quoted below

1. (1) This Constitution is supreme and its provisions shall have binding force on the authorities and persons
throughout the Federal Republic of Nigeria.
(2) The Federal Republic of Nigeria shall not be governed, nor shall any persons or group of persons take control of the Government of Nigeria or any part thereof, except in accordance with the provisions of this Constitution.
(3) If any other law is inconsistent with the provisions of this Constitution, this Constitution shall prevail, and that other law shall, to the extent of the inconsistency, be void.
See section 1 or chapter 1, subsection 3 is very clear.

That is why no other currency can be accepted apart from the Naira. This is what was used during the Civil war as a tactics. Whether it is Yoruba currency, Ipob currency or Arewa currency, non shall be a legal tender expect the Naira.

We should champion restructuring, rather than a futile effort in championing referendum

Neither referendum nor restructuring is in the constitution. However, the constitution is not greater than the people

It is better we have referendum, so that Nigerians will willingly. Choose either to be Nigerians or apart,if we willingly choose to be together then everyone will work for the progress of the country

Nigeria will not be restructured nor any senseless referendum conducted. When their brother Goatluck Jonaddaft was there looting and sharing our resources among his gang of 40 thieves, these useless IPOB yoots and elders did not shout restructuring nor referendum. 2nd Niger Bridge, he gave you on a board. East-West road construction, the money for this is in Mama Piss accounts. What about airports in the South-east and South-South, the money for that has been shared by Stella Oduah and the gang of 40 thieves. Now that we have sent Goatluck back to his village, you are crying. Continue crying, cry for life, it is free.

Our oyel money, I am from South West and we have oyel in Ondo, Ogun and Lagos, yet we are not illiterate South-South militants. Also, our VAT money, our customs and import levies, education tax paid by companies, companies tax paid by companies that are majorly in Lagos and Ogun. e.t.c.

For all those talking trash about Biafra, let it be known that the people who divided Nigeria are the Hausas mostly the Muslims. Will it be right if Biafra should have its own court and Biafra law? Let us mind our actions. You don't measure less for others and expect better measure in return. If we want a country called Nigeria, we should work for it and take away every forms of religion from it. Nigeria law will stand and other things will find away to fit in. This is road used by motorist, for the fact that you are doing one religious function or the other, you block the road. The fact that you are fasting, I shouldn't eat, what's my business with your fast?

The constitution like any other documents is first a common PAPER.

It's not Cast on iron nor is it divine Laws of Gov.

true referendum is not in the constitution so also restructuring is not in the constitution!
so I don't see restructuring as an answer!
the one way is to identify key issues within the constitution that affect the governance structure of Nigeria.For example,the dividend principle can be applied to state and local government funding.whereby a percentage sum is deducted and paid back to the primary source of income to include the local government of source.
another issue will be the clear definition of what exactly is federal character and infrastructural policy

I think what we need is basically fairness and equity.

The restructuring should define WTH is meant by Federal Character.

Will the National wealth be redistributed based on landmass, population or contribution to the wealth?

If Lagos is given 90% of VAT or Tax, then Lagos should get about 20% or 25% of such

If Akwa Ibom gives $30milliin dollars from oil explored, Akwa ibom Should get 20-25% income from what was explored from them.

But my issue is with the corrupt governors. With the present 13%, they still steal from the people. If you now increase, they have more to steal.

Our issues are complicated.

We need divine intervention.

But agitation or war is not the solution.
