Ur view is quite myopic. I work in a betting company where cashiers come in contact with tens of thousands daily. They pay out hundreds of thousands to customers yet their 2 months salaries r pending. I knw d amount of shortages the company has recorded. Stealing is rampant when workers r owed and the boss is over bearing. Who likes been the monkey that works for the baboon to eat.

I didn't justify it. Stealing is absolutely WRONG. But we're talking about "reasons". And frankly speaking, owing salary in itself is stealing. And just like employers have reasons for delaying pay, so do workers.
