Go to Ikoyi or better @ festac, but i've never had any experience with the festac passport office so it's advisable you go to ikoyi. All da best

i am in lagos, and symbian03 already said its located in Ikoyi or festac, all i want to know now is the address to the office in festac or ikoyi.

Since u re in lagos, Check Immigration office at Alagbon. If u can find ur way to Obalende, then u'll not be having much problem locating their office(@Alagbon). It's abt 2 to 5mins drive 4rm Obalende. Hope this helps.
