Many Nigerians are ignorant of who collects and who keeps what Tax.

SCHEDULE TO THE TAXES AND LEVIES (APPROVED LIST FOR COLLECTION)(ACT AMENDMENT) ORDER,2015.

Below are the incorporated parts from both old and amended sections of the law.
Taxes Collected by the Federal Government
-Company income tax.
-Withholding tax on companies, residents of the Federal Capital Territory, Abuja and non-resident individuals.
-Petroleum profits tax.
-Education Tax.
-Value Added Tax.
-Capital gains tax on residents of the Federal Capital Territory, Abuja, corporate and non-resident individuals.
-Stamp duties on bodies corporate and residents of the Federal Capital Territory, Abuja.
-Personal income tax in respect of
(a) Members of the armed forces.
(b) Members of the Nigeria Police Force.
(c) Residents of the Federal Capital Territory, Abuja; and
(d) Staff of the Ministry of Foreign Affairs and non-resident individuals
-National Information Technology Development Levy

Taxes and levies collected by the State Government.
-Personal income tax in respect of:
(a) Pay-As-You-Earn (PAYE);
(b) Direct taxation (Self-assessment)
-Withholding tax for Individuals
-Capital gains tax for individuals
-Stamp duties on instruments executed by individuals.
-Pools betting, lotteries, gaming and casino taxes.
-Road tax.
-Business premises registration
-Development levy for individuals
-Naming of street registration fees in State Capitals.
-Right of Occupancy fees on lands owned by the State Government.
-Market taxes and levies where State finance is involved.
-Hotel, Restaurant or Event Centre Consumption Tax, where applicable
-Entertainment Tax, where applicable
-Environmental(Ecological) Fee or Levy
-Mining, Milling and Quarry Fees, where applicable
-Animal Trade Tax, where applicable
-Produce Sales Tax, where applicable
-Slaughter or Abattoir Fees, where state finance is involved
-Infrastructure Maintenance Charge or Levy, where applicable
-Fire Service Charge
-Economic Development Levy, where applicable
-Social Services Contribution Levy, where applicable
-Signage and Mobile Advertisement, Jointly collected by States and Local Governments
-Property Tax
-Land use charge, where applicable.

Taxes and Levies to be collected by Local Government
-Shops and, kiosks rates
-Tenement rates
-On and off liquor license fees
-Slaughter slab fees.
-Marriage, birth and death registration fees.
-Naming of street registration fee, excluding any street in the State Capital
-Right of Occupancy fee on lands in rural areas, excluding those collectable by the Federal and State Governments.
-Market taxes and levies excluding any market where State Finance is involved.
-Motor Park levies.
-Domestic animal license fees.
-Bicycle, truck, canoe, wheelbarrow and cart fees, other than a mechanically propelled truck.
-Cattle tax payable by cattle farmers only.
-Merriment and road closure levy.
-Radio and television license fees (other than radio and television transmitter).
-Vehicle radio license fee (to be imposed by the local government of the State in which the car is registered.
-Wrong parking charges.
-Public convenience, sewage and refuse disposal fees.
-Customary burial ground permit fees.
-Religious places establishment permit fee

Didn't know states get 85% of VAT. This chart is on every IGR report btw. The state has easiest opportunity generating revenue based on this chart.

The federal government has a small list. The could think to expand capital gains to who country. Anyway it's just interesting to note the Federal Government doesn't take income from whole population. The main taxes they generate come allocation money, VAT and tarrifs.

I doubt if those shouting restructuring has seen a list like this. Everybody eyes is fixed on oil revenue.
Lagos state is the only state that is taking advantage of this to generate high IGR for their state. The rest of the sates are collecting most of the taxes on the list but it ends up in politicians and other private pockets

Something people don't know is that states that have the highest number of companies domiciled in their domain will receive the highest tax in the form of PAYE. This is a huge amount. I know how much I pay for tax yearly. So Lagos being a major revenue state does not come by surprise. Governors in Abia and Anambra are just dumb. If you create a conducive environment for companies to thrive, IGR will increase. Good road networks, industrial parks, increased security, social welfare systems, friendly atmosphere. I see Lagos and Ogun going far. Northerners will lose in the long run with their hostile attitude, same goes with Niger delta. SE governors are just plain dumb. Despite glaring marginalization, they are only interested in looting their people dry. Even if you are looting, why not create enabling environment for development? He whose house is on fire does not chase rats.

Take away the seaports airports in Lagos and put them in the East and watch Lagos fall due to the absence of these things

First quit crying the my comment is about tax policy. Evendors after restructuring this issue will need to be addressed anyway. A lot of states simply aren't putting in effort. The theirs issues with local government taxes generation that should be discussed since vast majority of money comes outside of local tax payers.

Second I'm not against restructuring and adding more power to concurrent list or changing allocation rules. The current way it operates encourages sloth. Ithe should be scrapped for simple taxes. If we can't get that go back to older model where revenue of the country was shared on 50-50 basis with royalty to the state that produced the mineral resources. This 36 states states nationalcake nonsense needs to go. The police should be decentralized.

Third most of your issues don't require any big changes to constitution. Nobody is stopping you from using the ports in east. The bribes are issue with corrupt customs. The can pass law concessioning port simple. Taxes are viable option why do you think your state governmentso are looking for why to grow their IGR and attract investment.

Onne port functions as well anything else run by federal government. (Haphazardly)

They aren't broken they are shallow. If Dangote can use it I'm sure you can. Next stats show its used but less than Lagos. The biggest issue with themy is maintenance and fact the poured money into unwise areas. The should have focused on good location for deep seaports instead of shallow ports that litter east.

I wonder who's ignorant. My friend, there is no structure in place for Biafra at the moment. South South minorities and even fellow oil producing Igbo communities are not interested. Even oil producing Igbo communities (even Egbema and Oguta in Imo State) subtly dissociate themselves from greater Igbo nation. Igbos are greedy, some of our communities that have oil will deny they are Igbo just to "chop" the oyel wealth alone. Even if you bring these oil communities to Biafra, they would constitute a big mess.

Nnamdi Kanu has a hidden agenda, don't fully know what it is presently. If we have biafra without structure, it's going to be problem to all of us. We need to come and address our issues. Leave south South and seaport alone. They can't be trusted. We can at least arrange our cities and attract investors. It's doable.

The Federal Government already has plans to dredge inland river ports. 2nd the states in South East could consider using their own Tax revenue to build International airports and seaports. Lagoso and Akwa Ibom doing Deep Seaport project. The money to pay comes from mix of state, federal and private investment for both. The airport build it yourself then get it approved for international flights simple. Akwa Ibom built their own airport.

I do believe tax policy needs to be adjusted in few areas. The federal government is always called upon in emergency situation and do have role to play in these areas. We should always remember to cut waste before taking more.

Federal Government should add following:

● Infrastructure Maintenance Charge or Levy, where applicable
●Environmental(Ecological) Fee or Levy
● Capital gains tax for individuals (nation wide)

Local government should have following:

●Social Services Contribution Levy
●Hotel, Restaurant or Event Centre Consumption Tax, where applicable
● Pools betting, lotteries, gaming and casino taxes.

Thanks for this information. I will suggest that you post this information in a separate thread and hopefully it makes front page rather than news of "Genevieve slays Photos". There is mass illiteracy on how things work in Nigeria and fifth columnist have formed the habit of filling in the gap with lies and misinformation.
Although, even with this kind of information as you have rightly figured, mischievous people will still find a means of validating their victim mentality and persecution complex.

You were crying to OP about bring facts to counter argument but you hear only offering me lamentations. Bring me stats, pictures, reason why you can't use port. Tell me how Onne not functional. Obviously somebody bring cargo to this port in high volume if it rivals Tin Can.

Do you mind bringing in the stats for the type of goods brought in through Onne seaport.

I'm under the impression that they are mainly petroleum related products import and export and heavy machinery used by oil companies in the vicinity and not really goods for consumption or manufacturing of household products and building materials.

Below are the incorporated parts from both old and amended sections of the law.
Taxes Collected by the Federal Government
-Company income tax.
-Withholding tax on companies, residents of the Federal Capital Territory, Abuja and non-resident individuals.
-Petroleum profits tax.
-Education Tax.
-Value Added Tax.
-Capital gains tax on residents of the Federal Capital Territory, Abuja, corporate and non-resident individuals.

-Marriage, birth and death registration fees.
-Naming of street registration fee, excluding any street in the State Capital
-Right of Occupancy fee on lands in rural areas, excluding those collectable by the Federal and State Governments.
-Market taxes and levies excluding any market where State Finance is involved.
-Motor Park levies.
-Domestic animal license fees.
-Bicycle, truck, canoe, wheelbarrow and cart fees, other than a mechanically propelled truck.
-Cattle tax payable by cattle farmers only.
-Merriment and road closure levy.
-Radio and television license fees (other than radio and television transmitter).
-Vehicle radio license fee (to be imposed by the local government of the State in which the car is registered.
-Wrong parking charges.
-Public convenience, sewage and refuse disposal fees.
-Customary burial ground permit fees.
-Religious places establishment permit fee

Company Income tax, VAT,excise duties and Petroleum and natural resources tax trumps all these other taxes you listed most especially in a developing nation. In the US which is the federalism the world looks up to, states also collect their portion of taxes on companies and natural resources which should show you their importance.
Secondly, restructuring is also about giving states the powers to determine their pace of development. A state that does not have control nor the funds to build seaports, control power supply, control roads leading to into it and the power to control it's natural resouces cannot take full responsibility for its own development cause these are the determinants of development. The states in Nigeria were after the civil war reduced to mere service rendering agencies such as we see in Germany and Australia. They were never meant to be economic bodies. This is actually deliberate as there is a school of federalim that espouses this. So my dear restructuring is needed.

Do plan on admitting Onne port is functional? You see it has 2nd highest tonnage and 3rd highest ship traffic consistently. Remember God hates people who can't be honest. Also you have any brilliant thoughts on tax policy?



The Federal Government already has plans to dredge inland river ports. 2nd the states in South East could consider using their own Tax revenue to build International airports and seaports. Lagoso and Akwa Ibom doing Deep Seaport project. The money to pay comes from mix of state, federal and private investment for both. The airport build it yourself then get it approved for international flights simple. Akwa Ibom built their own airport.

If yes, go back to Onne seaport and get a video of the the seaport so that we all can analyze it in order to help you understand why that port is not being used.


Also get the data of the type of goods allowed through that port as stated by Pazienza

It's probably used for oil more but the non crude oil stats show same trend. Look at the 2016 stats for yourself. The Onne port is used more than Tin Can port. The Onne port second highest amount of traffic.
