These are close up pictures of newly made pop celing in a new house. The house is still under painting.
So after the pop designers did their work and left, the painter came did their own work on it (screeding?, sandpaper etc). After about 3 weeks the stains started showing up on the pop, it increases daily.
When we asked the painter he said is from the sponge used in making the pop, that it need to be treated with a chemical by going inside the manhole and spray it, then repaint.

But the pop designers said is not true, that the painters need to sandpaper it well and paint it like 3 times and then polish it. That there were too much oil in what the painter used.

My question is who is right or wrong or are they both wrong or right?

this won't have occurred if the pop was allowed to dry properly before paint, this is will always be wen the oil use to mix the producing chemical is much bt if the pop ceiling dry properly all the painter needed to do was just to sand paper it out. it just a normal reaction of the oil
