The Central Bank has issued ( as usual a non feasible) dead line for the movement of all ATMs' to bank premises. Is this reasonable in this day and age?
And the rationale behind this would be?!!!!

The objectivity in your post is appreciable. To answer your question with yet another question, is the rational behind moving all ATMs to bank premises beneficial?

the Directive was for banks to move all their branded atms to within their premises for effective management and security while other firms ATM consortium deploy and manage ATMs on behalf of the banks Leaving the banks to concentrate on atms within their domain and stop congesting public spaces like airports, hotels malls etc
The the atns deployed by the aTMC will be able to serve all or almost all bank users-- that's my understanding of the directive initially issued by Soludo
