A leaked memo from Nigeria’s minister of state for oil has shown that irregularities in the state-owned oil giant remain entrenched, despite official vows to root out the “cancer” of graft.

Emmanuel Ibe Kachikwu wrote to President Muhammadu Buhari to report on questionable practices in the state-owned Nigerian National Petroleum Corporation (NNPC).

Five NNPC contracts, with a total value of $25 billion, “were never reviewed by or discussed with the board,” according to the letter published in local media.

“There are many more, your excellency,” it added.

The NNPC is saddled with the reputation of being the historical slush fund of the country’s governments, whether democratically elected or military.

The company, working in joint ventures with foreign oil majors, accounts for more than half of Nigeria’s daily oil production of about two million barrels per day, estimates Benjamin Auge, a researcher associated with a French think-tank, the French Institute of International Relations (IFRI).

– Massive corruption –
One of the biggest graft scandals in Nigerian history came to light in 2014, when central bank governor Lamido Sanusi revealed that the equivalent of $18 billion had disappeared from state coffers between 2012 and 2013.

Sanusi was removed from office, but the scandal and disclosures of large-scale looting of national assets were instrumental in the electoral defeat of President Goodluck Jonathan in 2015, in favour of Buhari, who fought on a clean-hands ticket.

Buhari’s critics say his anti-corruption campaign is targeting only opposition figures — a charge that is likely to carry weight in the light of the leaked letter.

The letter appears to point to Kachikwu’s deepening frustration.

“I have been unable to secure an appointment to see you despite very many attempts,” Kachikwu wrote to Buhari, who is oil minister as well as president.

His missive was dated from late August, though until now the public was unaware of its existence.

No visible action has been taken, and the NNPC’s chairman, Maikanti Kacalla Baru, whose governance of the oil giant is clearly in the memo’s firing line, remains in office.

Auge suggested that Baru was appointed in 2016 in order to “isolate” Kachikwu.

Baru, an NNPC insider, is a complete contrast in personality and career profile to the outsider Kachikwu — a Harvard-educated southerner who came to the NNPC through the private sector, where he was ExxonMobil’s deputy chief for Africa, Auge said.

“The machinery which enabled corruption in the NNPC has not been switched off,” he said. “The only thing that has changed is the networks of influence.”

– Factional divide? –
Kachikwu was given a dual appointment in 2015 as minister of state and NNPC’s group managing director in the declared aim of making the company’s business less murky and corrupt.

At the time, investors in the oil sector cheered his appointment as a potential sign of changing times.

Today, though, suspicions are deepening of a factionalist divide within the government along regional lines, and of little appetite to cleanse the NNPC of the taint of corruption.

Baru, said a Nigerian financial analyst specialising in the oil sector, is part of an old guard from northern Nigeria, Buhari’s own home, and through his long career at NNPC had built a network of political contacts.

The 58-year-old was named in 2016 “just because he was from the north,” the analyst said. “Buhari has a northern agenda, you can’t rule that out.”

Jonathan’s party, the People’s Democratic Party (PDP), which is now in opposition, on Thursday called for Baru to be suspended, adding that a “loud silence” weighed on Buhari for the implications of sleaze hanging over the NNPC.

Kachikwu met with Buhari on Friday, offering only a terse “no comment” after the talks.

“I don’t think Kachikwu will be fired, it would be a very bad move for the investors, but he might not be part of the government after the 2018 cabinet reshuffle,” said the analyst, who requested anonymity in order to be able to speak freely.

“We are still sitting on the same corrupt system that existed before Buhari came into power,” the analyst said. “Nothing has changed.”

The corruption in this present government is subtly brazen and alarming. And the perpetrators do it like they know nothing will happen even if they are caught. It's a script that has the approval of the C-in-C.
The little credibility left of this government as a result of the few technocrats working with them will be eroded if Kachikwu resigns or is fired. The other time it was Babachir, now it is Baru both from the same region showing irritating arrogance and "untouchability".
Some people are downplaying Baru's act that the money is not missing yet, that it is just contract awarded without due process. That's how money starts missing if you don't know. If the intention was not for the money to miss, it would have undergone due process. That way, the progress of the contract can be monitored. Any contract money that did not follow due process will eventually get missing.

Why are people still acting surprised or lamenting? They are the ones that boldly stated during their campaign that even if a video is shown of buhari and Tinubu stealing from the CBN is shown to citizens, the confirmed idiots and zombies would still vote for them n their party.

Is this not a practical example with evidence of zombeism still at play?

Buhari's regime is nothing to write home about. His regime left nothing to be desired.

I have been around but I am gradually scaling down on my nairaland presence.I just reflected and came to the conclusion that I have been belittling myself with the kinds of people I was exchanging posts with,people devoid of any semblance to intellectual contribution or the truth.
The operation python dance in the SE and Crocodile tears in the Southwest that was supported by some people when no such operation was ordered against the herdsmen and Arewa Youths still giving orders and ultimatums freely,was the last straw in the steadily increasing bigotry,nepotism,incompetence and outright disaster Buhari is turning out to be.
But here in nairaland I was to my regret,debating with people that either defend Jonathan despite his disastrous rule or Buhari,despite his daily unfolding calamitous rule.
I can't therefore continue exchanging posts or debating with those 2 sets that reflect how low nairaland has sunk.
Furthermore front-page posts are now littered with blog like unsubstantiated stories,sometimes outright falsehoods or grammatical blunders,and you wonder where the moderation is,if any and the intellectual capacity of the people behind such moderation.
I would therefore no longer be inclined to be contributing any longer.Maybe towards the elections if there is any reasonable candidate to confine the cattle reader to the cattle farm he rightfully belongs,I may reconsider contributing again or if any reasonable mention stirs me from my safe distance.
For the records,the only thing that still kept me supporting Buhari to a very minute extent after the economic disaster he plunged us into,his bigotry,deception and ethnic agenda,was the thought he could give corruption a fight.But for sometime now, starting with the doctoring of arms probe to shield Dambazzau,protection of the corrupt Buratai,Kyari,his nephews,cousins and many other cabinet members or appointes of his,I had also known that the man was not ready to fight any corruption or does not have the capacity to fight one because contrary to what some of us thought,he is not as corrupt free as he was packaged to be.
I am replying you bcoz you come across as a sound individual with ability to debate with intellect.Otherwise this maybe one of the increasingly rare posts of mine you will read on nairaland as time goes by.

I understand your frustration,it shouldn't stop you from contributing. Yes,we are ruled by wastemen and thieves at federal,state and local goverment level, this is the way it has been since 1960. We can only bring enlightenment,with the hope one day,people will become wise and ask for their accountability and transparency.

Wait till you hear what goes on in NPA, CBN, PHCN, Min Of Transport etc.

Buhari was rigged into power by the proceeds of corruption, I knew this day would come.

Buhari is corrupt! Dude be deceiving Zombies with his gaunt nature while his wife looks and lives the part.

Imagine appointing himself as Minister of petroleum and appointing his chief of Staff board member in NNPC, that was part of the plan to oversee his (Buhari) interest.

To see Buhari you must pass through his Chief of staff.

This same Chief of Staff prevented kachiukwu from seeing Buhari.

The leaked memo has been on buharis desk for one month without any action from him.

Kachiukwu was spotted wearing leopard skin dress dancing feverishly brandishing a cutlass few days ago, after which he leaked such a damming memo grin

Kachiukwu must have gotten permission from the gods of his forefathers to go ahead and expose the sheriff and his deputies grin

Neither Buhari nor Baru nor Chief of staff has denied any of the allegations in the memo.

Rather, Efcc leaked a memo to Osibanjo written in 2016 against Kachiukwu on corrupt practices.

Neither VP nor President took any action on the memo against kachiukwu from last year.

Do you need a soothsayer to tell you buhari is not fighting corruption but just trying to emasculate political opponents?
