what will happen to monies of people abroad, those in prison, people bedridden and even those in legal contention. I think there should be a set aside-kind-of order or clause to aid such people have access to their funds until they can be able to do the needfuls

My sentiments exactly. For Nigerians living abroad, BVN registration is ONLY AVAILABLE IN 5 COUNTRIES!!!! WTF!

Does this mean that Nigerians only live in 5 countries of the world. I remember that Abike Dabiri mentioned that Diaspora monetary remittances back home topped $36b in 2016 alone!

Nigerians living abroad have not been provided sufficient/proper opportunity to register for BVN in their countries of domicile. Is it now their fault? Why would the government want to STEAL their money in broad day light?
