We are tax payers resident in Lagos who are desperately desirous of accountability since taxes have recently become major revenue of Lagos State government. In the developed societies where a similar revenue regime operates, associations such as ours have acted as Government watchdogs, which is why some of us have decided to take up the gauntlet of championing the cause of taxpayers in the state. After all, if we don't pay our taxes, government can charge and eventually jail us.

In the last ten years, tax revenue has come to constitute about 75 percent of government revenue base, yet, the government never bothers to render account to tax payers in Lagos . In the last three years alone, a colossal sum of 1.1 trillion naira was budgeted by Fashola's government with the government itself affirming that it has consistently recorded a minimum of 75 percent of budget performance out of which 80 per cent came from Internally Generated Revenue (IGR). This is 30 percent more than the entire budgets recorded by successive governments between 1992-2007 - a period spanning 15 years.

Today, the total tax revenue of Lagos on a monthly basis hovers between N14 and N17 billion while federal allocations come to N6 billion monthly. This is more than the revenue of seven states put together on a monthly basis. But how has the governor been spending the money? While we note the heavy investments on roads and environmental infrastructure mainly and commendably so, there is the need to question some of the ways the governor has been expending tax money which in our opinion reflects financial recklessness, mismanagement, gross constitutional violations and abuse of office.

Set below are some of the expenditures which the government claimed to have incurred on behalf of 'Lagosians' and which we feel were mere avenues to corruptly enrich some privileged individuals in and out of government and to which the state House of Assembly under the tutelage of 'governor Emeritus' otherwise known as the Lion of Bourdillon has become an accomplice covering up a lot of misdeeds on the part of the executive. Just last week, it was alleged that each member of the House was given a sum of N20million through a lawyer member of the House from the Lagos west senatorial district, the constituency of the governor emeritus himself. When this was about to be leaked to the press, the Lion of Bourdillon used his powerful media contacts through two of his former aids who are media chieftains to suppress the leakage. Were this not to be the case, we would have otherwise sent these complaints to the House of Assembly.

But since we no longer trust this pliant House of Assembly, we have decided to go public with the following:
1. Last year, Fashola (BRF) gave N250 million to Rotimi Akeredolu led Exco of NBA for the NBA conference held in Lagos, at a time when Lagos teachers and doctors were on strike for improved welfare package.

2. The BRF government within 6 months, January to June 2009 spent N420 million on hiring of private security to guard him despite his heavy investment in the Police Force through the State Security Trust Fund.

3. BRF spent N1.5 billion to demolish the Bank of Industry (BOI) building, paying a company introduced by one Tunji Olowolafe in cash transfer only for him and his cronies to claim the land adjacent to it.

4. BRF government awarded part of Western Avenue (Funsho Williams Road), about two kilometres road for N7.7 billion just between Abalti Barracks and Costain. Without the construction of any bridges, the project was carried out by Julius Berger. This project must certainly be investigated.

5. Between January and June 2009, the BRF government claimed to have fuelled 225 vehicles in his office alone with N135 million. These figures amount to about N800, 000 per day, at a time that petrol was sold for N65 per litre and government always gets it cheaper, but BRF claimed to have bought it at N85 per litre.

6. Also between January and June 2009, BRF's Chief of Staff and PAs expended N290 million in sending TEXT Messages and phone CALLS on their lines.

7. It is also very sickening to know that the BRF government awarded the construction of a road and drains inside Gbagada General Hospital for over N1.8 billion to the same Tunji Olowolafe's company (DEUX Projects Limited).

8. The sum of 1.5 billion of un-appropriated funds, without approval was claimed to have been spent on demolition of Oshodi.

9. The Helicopter Deal was a big fraud. The helicopter was not built for any kind of emergency evacuation, rescue or to even combat urban fire. Over N5 billion has been spent on the two helicopters. The seal of Lagos State is not on it and it is not even in Lagos but in the Niger Delta making money for some private people in government. The whole helicopter deal stinks to high heavens; it constitutes the biggest governmental fraud of all times and confirms the rot in the State. See ThisDay December 19, 2009

10. The SSA (Media) to BRF spent N183 million in 6 months on press coverage and on editors outside the approved budget but funded directly from the Governor's Office.

11. In a State where children are sitting on the floor in classrooms, where unemployment is rampant and poverty pervasive, BRF paid a lady wife of a controversial pastor over N600 million in two years for Xmas Decorations for about six streets in Lagos.

12. In six months between January and June 2009, BRF spent on several faceless organisations, subventions, grants and donations and they quickly pocketed N2 billion.

The Ripping Off Of Lagos- Essential Details
1. The BRF government recklessly increased and paid over 60 percent increase on the LASU IBA road awarded by the Bola Tinubu government for N6.2 billion but was jerked up to N10 billion less than two weeks that BRF came on board.

2. Also, the Tinubu administration awarded the construction of City Hall for N2.3 billion. BRF only changed the floor tiles to marble tiles and increased the contract sum to N5.2 billion. This project was increased by 126 per cent.

3. Publishing of INDICATOR Magazine, is falsely presented to the public as a private magazine but is actually co-ordinated by Tunji Olowolafe and Hakeem Bello, SSA (Media) to BRF with government money.

4. BRF recently gave a media-related Permanent Secretary, and some others the sum of N100 million to do a soap opera on himself. They are presently in London recording the film.

5. The BRF government has failed woefully in the area of Public Private Partnership (PPP) in three years. Yet, BRF is paying the PPP boss in Lagos State N2 million per month in violation of the Constitution, when even commissioners recognised by the Constitution are receiving N300,000 per month. The PPP guy is the highest paid government official presiding over a non-performing and failed parastatal.

6. The Beautification Programme of Fashola administration is reeking with corruption. In a State where there is no water, where over 90 percent of the roads in Lagos are in a deplorable state of disrepair, he is spending over N13 billion on planting grass and flowers. Most of the money was spent to import palm trees from Niger Republic, a sahel region belt when Lagos is in the rain forest which explains why most of them have dried up,

7. Also, it is important to note that the renovation of classrooms of usually 12 blocks plus one which was done for N26 million by the Tinubu administration up till 2007 was increased to N53 million with the collaboration of the housing commissioner who is supervising projects in the education ministry.

8. CCTV project was awarded to BRF's relation who claimed to be acting for CISCO. The contract was awarded for $62 million dollars, while the rejected quotation for the contract was $30 million. It is important to note that this is only a pilot scheme.

9. BRF's wife travels abroad once bi-monthly and takes N30 million per trip from the State coffers, apart from her monthly running cost.

10. The mother of all rip offs is the award to DEUX PROJECT LIMITED, a company owned by the powerful Tunji Olowolafe 11 out of 19 contracts in the Lagos State Ministry of health between January and August 2009. Out of N5.6 billion contract in the Ministry of Health, Olowolafe alone collected N5.1 billion worth and was paid 70 percent upfront in cash.

Other Questions
1. Why did BRF divert N1.85 billion in the Ministry of Women Affairs and Poverty Alleviation to a project that was not originally provided for in the budget and promptly awarded to Olowolafe?

2. Why is the Lawyer in BRF's administration illegally deducting funds from the statutory allocation of the Local Governments in Lagos State?

3. Why was the Mayegun Scheme sold to Olowolafe and other friends and cronies against public interest without any independent valuation by relevant agency of government? Why is the size of the scheme shielded in secrecy? Why was N5.2 billion for which the land was sold untraceable? Where is the over N2 billion loan borrowed to sand-fill the place? What is the fate of the Tourism and Art-craft sellers chased away from the place?

4. Pinnacle why did the governor and his cronies engage in questionable transfer of 400 hectares of land to Pinnacle, South Africa, when it is known that the company is almost bankrupt and the ABSA Bank now owns over 60 percent of the Company. What nature of PPP is this? The world is watching!

5.Why was the illegal sand-filling of about 1 km in the Badagry Marina awarded for N1.5 billion out of which N700 million has been paid yet the contractors and the Tourism Ministry have completely destroyed all the historical relics and artefacts in the area? It has also created an environmental disaster for West Africa because of greed. It appears the Commissioner has been settled.

Fashola And Constitutional Violations
1.Flagrant and deliberate disregard for the Appropriation law passed by the Lagos State House of Assembly, in violation of Section 120 of the 1999 Constitution.

2. Criminal diversion of funds without due approval of the Lagos State House of Assembly, in further violation of Section 120 (3) of the 1999 Constitution.

3. Indiscriminate award of contracts without due process, without following the laid down financial regulations as well as the public procurement guidelines. The payment of such contracts is in violation of Part (E) Section 120(4) of the 1999 Constitution of the Federal Republic of Nigeria.

4. Most Ministries, Departments, Parastatals sometimes do not know when contracts are awarded in their names and for what purpose, they only find out later and they don't know when payments to contractors are made by the State Treasury Office. This is in further violation of Section 121(2) of the 1999 Constitution.

5. Illegal and unwarranted deductions from the statutory Allocation of the local governments. This is in direct contravention of Public Revenue Provision of the 1999 Constitution and in violation of Section 162 sub-section 6, 7 and 8.

6. Opening of illegal and unconstitutional Dedicated Accounts which is contrary to the provision of the 1999 Constitution and which Revenue Monitoring Agency is unaware of. This act is in direct violation of Section 120(1) of the 1999 Constitution.

7. Office of the Chief of Staff which is unknown to the Constitution has more staff than any other Ministry in Lagos State . This violation is very grave as it is in direct breach of the Governor's Oath of Office in the 7th Schedule of the 1999 Constitution Section 13 and a gross violation of Sections 192, 193 and 208(2d) of the 1999 Constitution.

8. Indiscriminate borrowing by the Ministry of Finance without legislative approval, which the Finance Commissioner calls Bridging Loans, is a grave assault on Fiscal Federalism, a coup against Financial Regulations and a shameful and criminal violation of Section 120(1), (2), (3) and (4) of the 1999 Constitution.

9. Concentration of over 70 per cent of Lagos State Government contracts in the hands of one Tunji Olowolafe. This is the clearest indication of the betrayal of trust by Governor Fashola, it is against the Oath of Office he swore to, it is a violation of Sections 14(4), 15(5) and 17(2a) of the 1999 Constitution on which social objective of a just, free and equitable social order is founded.

10. Arbitrary use of Special Expenditure Vote for activities not originally provided for under the Appropriation Law. This is a further betrayal of Fiscal Federalism and a violation of provisions of Section 120(3) and (4), and Section 123(1) and (2) of the 1999 Constitution.

11. Payment of 70per cent up-front to persons and cronies for contracts not yet executed. Similarly, this is a contravention of Section 120(4) of the 1999 Constitution.

12. Giving arbitrary donations to selective professional associations and faceless organisations for acting as sycophants without appropriate authorisation by relevant constitutional bodies. This is a clear violation of sections 120(4) and 123 of the 1999 Constitution

13. The fraudulent purported acquisition of 2 Bell 412 EP Series Helicopters from a Canadian firm constitute a flagrant violation of Section 123(1) and (2) and Section 120(4) of the 1999 Constitution.

14. Furthermore, the award of contract of courts and other Judicial Infrastructure as well as procurement for the Judiciary in Lagos State by the Attorney-General, Tunji Olowolafe and Governor Fashola is in gross violation of Section 121(3) of the 1999 Constitution.
In all these aberrations, the Lagos State House of Assembly has kept mute, and the House has become inept, archaic, drab, docile and inefficient. All the noise by Mr. Speaker about accountability and probity be only to enable house members line their pockets and feed fat on the sweat and toil of the people of the state?

Is it also true that they have been given their own share of the loot, they are maintaining undignified silence over the report of the ad hoc committee set up to look into the books and activities of the Lagos State Government pursuant to Section 103 of the 1999 Constitution with powers expressly provided in sections 1a, b(i) and (ii), as well as Section 129 1 a b c and d.

We are aware that the report has been submitted since November 2009, so why is the Lagos State House of Assembly still sitting on the report? This is just a tip of the ice berg of financial recklessness by the Lagos executive led the seemingly performing Governor Fashola! More soon.

THE OTHER FACE OF LAGOS
How Gov Fashola and Ex-Gov Tinubu are despoiling Lagos

We are concerned citizens of Lagos State who are bothered about recent developments in the state which were brought to public awareness by the publication titled “The True Face of Lagos”. The publication listed a number of very serious allegations which we believe warrants an immediate response by the Lagos state administration.

This publication has also presented His Excellency, the Governor of Lagos with a rare opportunity to be accountable to the people of Lagos. He should ride high on this to endear himself to the people. We now call on him to explain on a point-by-point basis these serious allegations of financial recklessness, mis-management, abuse of office and other gross constitutional violations levelled against him.

For the ease of reference, we have identified certain specific allegations which we expect His Excellency to respond to and which should also be of concern to the members of the public and agencies such as Economic and Financial Crime Commission (EFCC), ICPC and Special Frauds Unit of the Nigerian Police. We have grouped the allegations into six categories which also included other issues and allegations against his predecessor-former Gov Bola Tinubu. We expect both to explain and clear their names against these weighty allegations.
1. Allegations of Contract Inflation:
 Demolition of the Bank of Industry at a whopping cost of N1.5billion
 Rehabilitation of 2 kilometers portion of Funsho Williams Road (Western Avenue) at N7.7billion
 The rehabilitation of roads within the Gbagada General Hospital at N1.8billion
 The jerking-up of the cost of LASU-IBA road project at a cost of N10billion
 The jerking-up of the City Hall rehabilitation project to a mind-boggling N5.2billion
 The mysterious N5b helicopter deal which the public is eager to know details of how a state could expend these huge resources to acquire helicopters without a transparent bidding process
 The sand-filling of the Badagry-Marina foreshore at a whopping N1.5billion

2. Allegation of Financial Recklessness and Mis-management
 The gift of N250million to the Rotimi Akeredolu-led EXCO of the Nigerian Bar Association (NBA).
 The N420million spent to hire private security for six (6) months.
 Another N135million to fuel 225 vehicles within 6 months
 A whopping N290million to send text messages and make phone calls within six (6) months
 An unbudgeted N1.5billion of unappropriated funds for the demolition of Oshodi Market
 N183m for press coverage for six (6) months
 N600m paid in two (2) years for Christmas decorations
 N2b spent on subventions, grants and donation to faceless organisations
 N100m to allegedly film soap opera on Governor Fashola
 An unbelievable $62m (N10billion)for a CCTV project
 N30m per trip for the governor’s wife for six (6) trips per year

3. DEUX Projects and Dr. Tunji Olowolafe
There are serious allegations and new revelations against this company and this person, of which the public deserves a detailed explanation:
 Who is Tunji Olowolafe and What is his relationship with Governor Fashola and former governor Bola Tinubu?

 We are aware that Olowolafe’s relationship with Lagos state government predated this present administration. For instance in 2005, Olowolafe’s Deux Projects Ltd solely handled all rehabilitation and building projects at the Lagos State University Teaching Hospital (LASUTH). Why is Tunji Olowalafe the only major beneficiary of major hospital projects in Lagos State since the tenure of former Governor Bola Tinubu till date?

 In 2005-2006, the Cook County Hospital in Chicago, Illinois, USA donated a set of medical equipment to the Lagos State government free of charge. Yet, records showed that a company belonging to Tunji Olowolafe was paid by way of Letters of Credit for the same equipment. The public deserves an explanation.


 The entire maintenance contract and management of hospital equipment at the LASUTH was solely concessioned to Olowolafe’s company by the Tinubu administration at an annual payment of N850m paid upfront. The Fashola’s government retains this arrangement


 The development of Tejuosho and Oluwole markets are also concessioned to companies jointly owned by. Tunji Olowolafe and former Gov Bola Tinubu.

 The on-going construction of the Children’s Hospital in Gbaja, Surulere is presently being executed by the same Deux Project of Tunji Olowolafe.

All of the above are but only a fraction of these cases of corrupt practices and abuse of office common in this government and that of its predecessor. But wait, there are more shocking revelations on Tunji Olowolafe and Bola Tinubu and Fashola below:



4. Lekki Concession Company (LCC) and Asset Resources Management (ARM)

 LCC is the company to which the Lekki-Epe road construction project was concessioned for 30 years in 2006.
 Dr. Tunji Olowolafe is the Chairman of LCC.
 The construction company handling the Lekki-Epe Expressway is HITECH
 HITECH is owned by the Chagouris and former Gov Bola Tinubu is the Chairman.
 The public has been kept in the dark as to the terms, conditions and scope of this concession. We are aware that the concession initially included the construction of Lekki-Epe expressway, a coastal road and 4th mainland bridge and several hectares of land was transferred to the concessionaire as payment in lieu.
 The public deserves to know: what is the status of the coastal road and 4th mainland bridge? Why is the Lekki-Epe expressway a toll-road when there is no alternate road for those who would not wish to pay toll? Why is the project taking so long? And what are the terms and conditions of the concession? The whole project is shrouded in secrecy. Why?
 What has become of large hectares of land concessioned to ARM and Olowolafe at Lekki corridor as part payment in lieu for this project?
 Why was the Maiyegun Scheme sold to Olowolafe and his cronies without any independent valuation and where is the N5.3b purportedly paid?.
 The land (Layeni’s compound) adjacent to the demolished BOI building was acquired in the public interest but resold to Olowolafe and his friends. Why?

5. Land Matters
 Governor Fashola should explain to the public the indiscriminate and reckless acquisition and conversion of public land for the personal use of former Gov Tinubu and Gov Fashola himself, their close family members and cronies. Some of these are:
o Why was the hectares of land adjacent to the Ajah-Badore junction on Lekki-Epe road which was original earmarked for a general hospital to serve the people of Eti-Osa now given away (free of charge) to a prominent member of Bola Tinubu’s family and renamed Royal Garden Estate?
o Why did former Gov Tinubu give away Hecters of land belonging to several communities-Sirinwon, Igbekodo, Apakin etc in Ibeju Lekki local government to his crony, one Ibukun Fakeye to develop a golf course and housing estate with no regard for the right of the community? In addition, why did the Lagos State Government pay a whopping sum of N5billion for the take-off of the project which today is being singularly handled by Ibukun Fakeye as a private project at the exclusion of any Lagos State Government official? Was this project ever approved by the Lagos State House of Assembly or the amount appropriated in the 2006 or 2007 budgets?
o What is the present status of Eko Akete Project for which N4.7b was raised from the bank and lost. The scheme was later transferred to C&C owned by the Chagouris but at what price?
o Why were the hectares of land of Lagos State Fisheries office and the Fishery landing jetty at Badore (where the Ilubirin fishermen were to be relocated) bequeathed to one Prince Dipo Eludoyin-a personal friend and crony of ex-Gov Tinubu and Fashola?
o At what price was the entire Ogudu foreshore scheme initially earmarked for low cost housing scheme sold to a company belonging to Prince Dipo Eludoyin?
o How did former Gov Tinubu get to own the Parkview Ikoyi Estate foreshore land reclaimed by Lagos State Government? And the former Strabag yard at Alausa?
o Why did former Gov Tinubu allocate itself the choice property at Lekki-Epe road while in office of which he built and owns the multi-billion naira Oriental Hotel and the extension of multi-storey car park beside it? Also the multi-level recreation centre by Mobil in Oniru Estate on Lekki-Epe road jointly owned with ARM and Tunji Olowolafe?
o This government has expended over N5billion on the bar beach shore line project and no further work has been done by the concessionaire to develop the Atlantic City project which was claimed to have been over subscribed. We suspect The N5billion will soon become a complete waste given the temporary nature of the shoreline protection. The public deserve to know the details of this project
o Why has former Gov Bola Tinubu converted the state government residential house at 4 Oyinkan Abayomi (Queens Drive) to his own property? To the best of our knowledge, the property was put up for sale during his administration and no successful bid was received. We have it on authority that the property now belongs to him. Gov Fashola should explain to the public the true status of this property.
o Sources at the Land’s Bureau Alausa revealed that several hundreds of choice landed properties located in Ikoyi, VI, Lekki corridor, GRA ikeja etc are being recklessly given away by both ex-Gov Tinubu and Gov Fashola to friends, family, as political patronage and to corrupt top officials in the judiciary, legislative and executive and security arm at both the state and federal level. We have also been reliably informed that former Gov Tinubu is still signing C of O as the Governor up till now, backdating to period during his tenure. All these with the active support of the incumbent governor, the Permanent Secretary-Lands-Gbenga Ashafa and the former PA of ex-Gov Tinubu-Hakeem Muri Okunola.
o If a thorough independent investigation is conducted on the affairs of the Land’s Bureau at Alausa, from 1999 to date, the revelations will shock the public and further expose the despoil of Lagos by those elected to manage its affairs.

It is obvious that the land bureau is riddled with corruption of the most unimaginable level. No wonder one of the Executives of Land Use and Allocation, Committee celebrated publicly his first billion naira mark and the Permanent Secretary (Lands) – Mr. Gbenga Ashafa recently threw two (2) extensively lavish parties in the space of six months. Both parties were attended by the cream-de-le-cream of Lagos including both Governor Raji Fashola and ex-governor Bola Tinubu. It is an evidence of the level of tolerance for corruption in this administration that a sitting Governor shamelessly attended a lavish party by a serving Permanent Secretary whose annual salary could hardly pay for just the bottled water drank at the party.

6. Other Issues
 What is the status of the Bus Assembly Company-a joint venture between the Lagos State Government and Marcopolo Bus Co of Brazil of which several millions of dollars was paid to a foreign consultant and a Nigerian friend of former Gov Tinubu in 2006? Gov Fashola should update the public on this.
 What is the status of another N2b paid from the state coffers to an off shore company known only to ex-governor Bola Tinubu to build a bus maintenance facility at the old LMTS yard at Cappa, Oshodi in 2006 of which nothing has been done till date?
 What about the billions of naira paid not once, not twice on the development of Oyingbo market for which no appreciable level of work has been done? The evidence is there for the public to see.

 The public needs to know how the proceeds of the sale of Econet Wireless (now Zain) shares in foreign currency totalling about N22billion and which was paid into the account of Lagos State held with FBN Plc vanished during the tenure of former Gov Tinubu

 On what basis is the 15% commission on total internally generated revenue (IGR) being paid to Alpha Beta Tax consultants amounting to average of N1.5billion monthly when the same work was being done by the Lagos State Board of Internal Revenue?

 Who really own Alpha Beta?
 Former Gov Bola Tinubu has consistently denied ownership of the company, while Gov Fashola has publicly cleared his predecessor of any involvement with the company. So the public wants the Governor to unmask the real owners of this company Or how could a company collecting N1.5billion of tax payers’ money monthly be so shrouded in secrecy. And if Gov Fashola has indeed revoked the contract and stopped the payment, let him say so publicly.

The allegations above are pointers for Governor Fashola to react to now.
We commend the prompt action of the Lagos State House of Assembly in setting up the administrative panel to look into the allegation by the writers of “The True Face of Lagos”. We urge the Assembly to make the panel’s work to be all-inclusive taking cognisance of all matters of concern catalogued above. We also call on the members of the public whose taxes are being flagrantly wasted and stolen to demand for explanations. We call on ex-Gov Bola Tinubu and Gov Raji Fashola to publicly debunk these allegations with facts and documents and not hide under the excuse of “allegations are baseless and the work of detractors”. Let those political jobbers and other cronies in the media not hoodwink us with their usual refrain that “Gov Fashola is performing”. These allegations are indeed weighty, criminal in nature, and constitute gross constitutional breaches.
Finally, we strongly urge the EFCC who has the legal authority to immediately commence in- depth investigation of these allegations. This is election year (sorry it's actually 2011), so we expect such "kitchen-sink" politics. Overall, I think Fashola has been above board in his management of Lagos state and he's insisted on quality in most things he has done - which is a plus to his management team. I read sometime ago that he refused to commission a shopping complex built by the State government somewhere in Ikeja citing the poor finishing by the contractor. If costs are reviewed upwards so that a better quality job gets done, I see no reason calling that corruption.

Besides, someone must be selected to do a contract - and that means others will lose out and sour grape will set in. So accusing him of awarding contracts to his friends and cronies doesn't hold. If Lagosians doesn't need him, I think Nigerians would want him in Abuja

what is wrong with Nigerians or should i say lagosians. Why are we so contended with mediocrity i must say we are our own problems. We have this mentality that it is ok to steal as long as you perform. Theft is theft , Inflation of contract is a criminal offence in any court of law. These allegations are grave and not to be taken lightly.

It is ridiculous how people attack the personality making the posts rather than tackle the issues at hand. What is the different between Fashola and Yaradua in terms of corruption ? What is the difference between Tinubu and Ibori in terms of corruption absolute no difference as it is the same kind of looting and stuff. I have real inside info regarding the Lagos land beauru and that place is a stench on the level of NNPC. The allegation of Tinubu signing and back dating is an imprisonable offence in a court of law. This is not a time we have to say it is PDP people raising this stuff but let us look at the substance of the allegation.

I am a lagosian to the bone and will never wish to see PDP win Lagos but this AC rogues are no better , it is only a matter of time before the shepard rises to lead his flock to the promise land God willing.

Why not let us please detach forpeace from the allegations at hand. It should never be about the personality posting but the substance of this criminal allegations should be looked at.
