This morning in Port Harcourt, residents that access the Slaughter Bridge was confronted by a blockage instituted by RCC without any form of warning or alternative. This blockage has since thrown major roads in PH into traffic theaters.

This construction company blocked a major road because they are constructing another bridge which doesn't look like they will complete in the next two weeks. They did this even when they can complete the new bridge without bringing this inconvenience on taxpayers.

This made me wonder how these guys obtain this authorization? If there's any at all, do they present a plan showing how they can best inflict the least inconvenience on the populace? Who gives this approval?
