The International Criminal Court prosecutes individuals who have committed genocide and other major war crimes. Over 120 countries support it, but the United States is not one of them. Nigeria signed up to the ICC. This means they can prosecute Nigerian presidents. Whatever "terrorism" was "exhibited" by IPOB or Shias was no justification for the military to shoot unarmed civilians.
