ANAMBRA STATE HOUSE OF ASSEMBLY APPROVES THE 100 BILLION NAIRA GLOBAL LIMIT MULTIPLE OPTIONS TERM LOAN FACILITY FOR INFRASTRUCTURAL DEVELOPMENT IN ANAMBRA STATE BY GOVERNOR SOLUDO.

The House approved the loan in a plenary presided over by the speaker of the House Rt.Hon. Uchenna Okafor PhD today 21st July 2022.

The loan request presented to the House of Assembly by the Governor of Anambra state, prof Chukwuma Charles Soludo on the 5th July 2022 was earlier today 21, July 2022 considered and approved by the House after it had scaled the committee on public accounts stage and subsequent consideration.

The loan according to the Governor is for infrastructural development majorly on roads, flyovers, and bridges cut across Anambra state to fill our infrastructural gap which he hope to roll over to the next year's budget.

My first reaction as I signed the revised 2022 budget was gratitude to a responsive and responsible Legislature. I thank them for a strong partnership, which of course is a fundamental pillar of our quest for good governance. I feel deeply grateful to the leadership of the House for being able to deliver the revised budget on time.

In a world where this kind of process is fraught with under-hand dealings, I can beat my chest to say the Honourable Members of the House of Assembly did their work with integrity. Not a penny exchanged hands for inducement or any such thing. Indeed, this is the sign of a new way of approaching governance that we are excited to mainstream.

On the budget financing, I am also very happy that the House has graciously approved our request to borrow a 100 billion naira. I understand, in the short-term, the people cannot wait. Which is why as part of our financing plan, we have moved to borrowing. Out of the 250 billion required per annum to fill our critical infrastructure gap, we have settled for 100 billion which we hope to rollover to next year's budget.

For every kobo of this borrowing, we will channel it to meeting our critical infrastructure needs. We have chosen a multi-strategy approach, first is bringing prudence to public expenditure, boycott all unnecessary spendings and ratchet up our internally generated revenue. We are also cleaning our wage bill, increasing focus on paying off the back log of pensions and gratuity arrears, including those of Local Government workers.

The journey towards a livelabe and prosperous homeland has only begun. Ndị Anambra will get value for every kobo of this budget. With a state of emergency on our public finances, we are determined to take painful, but necessary steps to rebuild our Homeland.

May Anambra continue to succeed.

Anambra State House of Assembly Okays the Loan Request of N100B by Mr Governor, Prof. Charles Chukwuma Soludo

Earlier yesterday 21st July 2022, at the hallowed chambers of the Anambra State House of Assembly, the legislative arm of Anambra State government considered the request for a N100 Billion Loan Facility made by the governor, Prof. Charles Chukwuma Soludo.

Recall that the governor, through a letter dated 5th July 2022 to the State House of Assembly requested the authorization and approval of the legislature for the procurement of a N100 Billion Multiple Option Term Loan Facility for the infrastructural development in the state.

Rising from a very robust arguments on the authorization or otherwise of the loan request by the governor at their plenary session of today, Thursday the 21st day of July 2022, the legislators through a motion put forward by Hon. Pete Ibida and seconded by Hon. Carter Nnamdi Umeh, unanimously adopted the report of the assembly's committee on Public Accounts which has earlier considered in bits the prospects of the loan request, and made recommendations to the general house on the approval of the loan request.

The house therefore subsequently approved the request for the procurement of a N100 Billion Loan Facility made by the governor which they unanimously agreed would help the government to implement the dictates of the 2022 revised appropriation bill earlier passed in the hallowed chambers for the greater good of Ndi Anambra.

Prof. Okonkwo’s Engineering Internship Scholarship to UNIZIK Begins October

All is now set for the commencement, in October, of the engineering internship scholarship, offered by Chairman of United Nigeria Airlines, Prof. Obiora Okonkwo, to students of the Nnamdi Azikiwe University (UNIZIK), Awka, in Anambra state.

This followed the signing and exchange of the final documents and Memorandum of Understanding (MoU) between Prof. Okonkwo and Vice Chancellor of UNIZIK, Prof. Charles Esimone, in Abuja on Friday.

According to the agreement, Prof. Okonkwo will take between 10 to 20 engineering students of UNIZIK on a fully funded internship scholarship at the engineering department of United Nigeria Airlines, which he founded.

The lucky students will also be fully accommodated and paid stipends by the company during the duration of the internship where they will be taken through the rudiments of aircraft engineering.

The students also have opportunity to immediate employment upon completion of their National youth service scheme.

It will be recalled that Prof. Okonkwo had in October 2021, unveiled a series of plans to boost human capital development at the University.

Unveiling his plans for the university last October, Prof. Okonkwo promised, among the internship scholarships offer, to also facilitate the introduction of a Russian language department at the university as well as an academic exchange programme between UNIZIK and Russian universities on the platform of the Nigeria-Russia Chamber of Commerce and Industry (NRCCI), which he heads as President.

He also promised to facilitate poultry production at the university in conjunction with his foundation, Pro-Humanity value Foundation.

Agreements to these effects were also signed and sealed between Okonkwo and Prof. Esimone, with the Director of Administration at United Nigeria, Mr. Linus Awute and a member of the council of the university, Prof. Meshach Umenweke, in attendance.

Prof. Okonkwo agrees to provide “professional assistance to the students of the faculty of engineering of the Nnamdi Azikiwe University (NAU) which will be facilitated through the use of industrial training and work experience to improve the efficiency and effectiveness of academic, administrative services and activities for the students”.

Anambra Local Government's Commissioner, Nwabunwanne Says Governor Soludo Will Revolutionize The State

The Anambra State Commissioner for Local Government, Chieftaincy and Community Affairs, Mr Tony-Collins Nwabunwanne says Governor Chukwuma Soludo is poised to transform the state for better.

Mr Nwabunwanne made this known after he inspected the clearance of water hyacinths that blocked the two Omambala bridges.

Speaking after the inspection visit, the Commissioner eulogized Governor Soludo for heeding to the cries of the people of Anambra East and West Local Government Areas, whom he said could not move their farms produce because of the water hyacinth which blocked Omambala river.

Mr Nwabunwanne maintained that with the clearance of the water hyacinth, people of the area will now move their farm produce with ease through the water ways and assured Ndi Anambra that the governor is poised to reposition Anambra in both human, infrastructural and socioeconomic development.

A former Transition Committee Chairman of Anambra East Local Government Area, Mr Pius Ifeadi equally commended Governor Soludo for giving his people a sense of belonging, as according to him, moving farm produce from Nsugb to Otuocha market was hell through the water ways before now.

Also speaking, a community leader in Umuoba Anam, Chief Boniface Ilegbunam who led the team that removed the water hyacinths thanked Governor Soludo for giving his people a listening ear and assured that they will always support his administration.

Road Transport Employers Association of Nigeria (RTEAN) bought 2,322 of the buses.

Zamfara State purchased 200 of them.

Court orders Anambra govt not to interfer in investor’s N500m Onitsha project

AN Anambra High Court sitting in Onitsha has ordered the state government to allow officials of Urban Transport Terminal Limited to operate the multi million naira motor park at the Upper Iweka area of the commercial city, pending the determination of a substantive suit on the matter.

The presiding judge, Justice Theophine Oguji, however fixed 25th October, 2022 for hearing the main suit.

Urban Transport Terminal Limited had sued the state government on the ground that it reneged on the agreement it signed with the company, arguing that following the action of the state government, financial institutions which guaranteed the N500 million loan invested in the project, had been on its neck, just as interest on the loan is accumulating.

Managing Director of the company, Chief Chuka Obiora in the suit no: 0/162/2021, demanded an interlocutory injunction restraining the state government and its agents from trespassing or occupying the terminal, pending the determination of the case.

Although the judge did not grant the interlocutory injucntion, he ordered both parties to maintain status quo ante bellum.

Giving the background to the case after the court sitting, Obiora said: “The company entered into Public, Private, Partnership (PPP) project with the Anambra State government to invest in the setting up of the ultramodern motor park at Upper Iweka in Onitsha and both formed a special purpose Vehicle (SPV) to drive the investment.

“The company, Urban Transport Terminal Limited, in the joint venture with government, registered the SPV with the Corporate Affairs Commission.

“The equity of Anambra State is 30% while that of UTT is 70%. Subsequently a terminal was developed at Upper Iweka and former Governor Willie Obiano inaugurated it.

“Essentially, the reason for the park was to decongest the Upper Iweka axis so that vehicles would no longer operate parks along the Head Bridge to Upper Iweka expressway. All commercial vehicles are to patronize the company to curb insecurity and give way to smooth traffic within the area. It was also meant to guarantee the government its revenue within that axis.

“The developer sourced for the funds and was to manage it, while the state government was expected to provide the necessary infrastructure to ensure smooth operation. Specifically, government was expected to force all commercial vehicles to make use of the motor park to decongest the area and ensure security of lives and property.

“Surprisingly, Anambra State government reneged in the agreement by failing to enforce vehicles to use the park. When the company saw that government officials were still allowing vehicles to operate along the express, it wrote about 80 letters intimating it of the ugly development.

“They wanted us to be remitting money to government when they had set up parks around our premises”.

According to Obiora , all the letters was responded to, adding that surprisingly, government officials chased away officials of the investor with a joint task force comprising the army, police and civil defence.

“Up till now, government is sorely operating in a park it did not invest any money, while the financial institutions that lent money to the investor are on its neck, with interest accumulating.

“Information reaching us is that government has sold all our property and dismantled the structures erected there in.

“It is unfortunate that government is enjoying proceeds from a property it did not invest any money and claiming that the property belongs to it.

“That is why we approached the court which has given an order directing the state government to maintain status quo ante belling. The governor, the attorney general of the state, SSG, Ministry of Transport, among others have all been served”.

An official of the state Ministry of Justice acknowledged the suit by the company, adding that government was studying it.

The idea was a good one but of course corruption is the order of the day in ANSG. Most cities have central bus parks which makes it more effective to maintain order and to collect taxes on tickets. The Soludo government should meet the terms of the agreement and build other central bus parks in Awka and Nnewi and ban buses from loading along expressways.

In Awka they need to move all buses away from the Unizik Junction axis towards Agu-Awka where there are larger land spaces. Buses can maintain their own parks but all passengers should go to central bus terminals to buy tickets and board.

March 11, (THEWILL) – The Edo State government on Thursday, commissioned the Benin Central Park Terminal, an ultra-modern 700-bus capacity facility, to bring a new lease of life to the city’s transport scene and ensure an efficient commute service in the metropolis..

The Commissioning of the facility, located at the Obakhavbaye axis of Ring Road, in Benin City, was led by the State governor, Godwin Obaseki and the National Chairman of the Peoples Democratic Party (PDP), Sen (Dr) Iyorchia Ayu.

The project is part of the government’s efforts to ensure an efficient transport service in the City centre.

Speaking to newsmen, Obaseki disclosed that three more ultra-modern bus terminals will be developed across different locations in the State.

According to the Governor, the government is systematically executing the newly-developed Edo transport master plan to improve the state’s transportation sector and ensure a modern, effective and efficient transport system.

He said, “We have undertaken a transportation study and decided to have several bus terminals, starting with the 700-capacity Benin Central Bus Terminal.

“We also have other projects in the transportation sector. We are building other bus terminals: One in Ehor, Uhunmwode Local Government Area (LGA), another is located at Aviale, in Etsako West LGA, while the other is being sited in Okpella, Etsako East LGA

“We also have challenges, which is why we hope and pray that the Peoples Democratic Party (PDP) produces the next president in 2023. A major artery that links the north with south, the Benin-Auchi Road, is now a death trap.”

“Apapa Port is congested and as part of our master plan, we are constructing and building a Benin City River Port. We have finished all the studies and are now raising the money to make Benin have the full complement of transportation services.”
