I don't know any Police department in the world where aiming for the leg is a standard Police Procedure.

This has nothing to do with mediocrity. If they had stopped and surrendered instead of running, this scenario would be different. You were not party to the events leading up to their execution. Just be grateful 2 Crooks are off the streets for good.
