Predictably so

1. Why is Lagos State Owing so much? N40B much!
https://www.dailytrust.com.ng/news/general/lekki-toll-plaza-lagos-to-recoup-n40bn-debt-in-23-years/75652.html

2. Debt owed when money has been drawn down. If the toll was used in part to fund the construction of the Road WHILE THE ROAD WAS BEING CONSTRUCTED, what was the money drawn down used for?
The contract sum was N54.5B for 49km of road. Lagos is owing N40B when only 19km out of 49km has been constructed in spite of ongoing toll collection since completion of first 2.5km section (Falomo to Admiralty Circle).

3. Why and How did Lagos State Determine that expanding the pre-2010 road by only two lanes would be better than providing a robust 10 lane expressway like the Abuja Airport Road espescially given the potential volume of traffic in the Lekki area?

4. How come the 10-lane Abuja Airport road (including pedestrian and road bridges) constructed by no less than Julius Berger cost lower (comparatively with increased work) than the 2 lane expansion on the Lekki Epe Road.
(N108B for 26km vs N54.5B for 49km)
https://guardian.ng/news/president-pledges-to-pay-outstanding-n5b-on-road-project/
[‘’The Lot 1 of the project, which is 13 kilometres and put at a cost of N59 billion,
involved the construction of 21 bridges with concrete lined channels and precast U-Channels while the Lot 2 of 12.5 kilometres put at a cost of N49 billion,
comprises the construction of two new service roads with two lanes each as well as the rehabilitation of two existing main carriage ways and expansion from two to three lanes each making a total of 10 lanes
of both service and main carriage ways.’’]

5. Why Did Lagos State pay LCC N6B to buy back the concession which still included a hefty debt component?
https://www.vanguardngr.com/2013/08/why-we-terminated-lekki-epe-deal-with-lcc-lasg/
https://www.pmnewsnigeria.com/2013/08/28/lekki-concession-lagos-explains-rights-buy-back/
[Rather, the government said it is engaged in buying back the rights pertaining to the concession ahead of the 30-year period stipulated in the Design,
Build, Operate and Transfer (DBOT) Concession Agreement. This is to be achieved by purchasing all the shares in LCC]

6. Why Did Lagos State increase the Toll on the Road (via an organisation it now owns in totality - LCC) when increase of toll was the main reason given for buying back the concession?
[On 28 August 2013, LSG announced that it would buy back the Lekki-Epe Expressway concession rights by purchasing all LCC’s shares.
The reasons LSG cited for this were:
? assumptions underlying the Concession Agreement changed ‘drastically’, including devaluation of the Naira and increased construction costs.
? LCC intended to increase tolls at the Admiralty Circle plaza, from N120 to N144 for cars, and introduce tolling at the Conservation and Campus plazas.
This was required to cover higher interest payments, maintain availability of the road and fund completion of Sections 3 and 4.] Pg 79 http://documents.worldbank.org/curated/en/776191468338369513/pdf/937780NWP00PUB0aper00SSATPWP1020PPP.pdf

7. Why has the alternate 6km Coastal road (which was a prerequisite for the Express Road) not been constructed to date?
https://www.afdb.org/en/projects-and-operations/project-portfolio/p-ng-db0-008/
[Description
Project consists of the following:
1Rehabilitation and widening of 1st 23km and rehabilitation of the last 26.5 km of the 49.5 km Lekki to Epe expressway in the Lekki corridor in Lagos city,
2Building of a new ramp at Falomo junction to carry right turning traffic onto the Falomo bridge
3Building of new foot bridges along the right of way to carry pedestrian traffic hence improving on road safety for pedestrians
4Building of the 1st 6km of the coastal which itself is contingent on the construction of the coastal defences by Lagos State Government
5Rehabilitation/building of 10 inter-connecting roads between the expressway and the coastal road]

8. Why did the Governor not make Public the fact that when he suspended tolling of the Road in 2009 that Lagos State STILL paid the concessionaire for loss of revenue during the period?
https://www.pmnewsnigeria.com/2010/12/30/fashola-suspends-toll-collection-on-lekki-road/
[The concession agreement provides for three toll plazas. Each was to be opened after completion of construction works on the associated road section.
Tolling was planned to commence at the Admiralty Circle toll plaza (Section 1) on 3 January 2010.
However, LSG requested that LCC delay tolling and, on 30 December 2010, LSG announced an indefinite postponement of tolling, citing residents’ concerns
and the need for an alternative route. LSG agreed to provide ‘shadow’ toll revenues to compensate LCC for the loss of revenue.
Tolling was finally introduced on 18 December 2011 and resulted in protests by residents and drivers] pg 78 http://documents.worldbank.org/curated/en/776191468338369513/pdf/937780NWP00PUB0aper00SSATPWP1020PPP.pdf

9. If AfDB provided funds that are now being owed, where are the funds the Local financiers provided and what were these funds used for in the light of the non-completion of the remaining 23km of the road? and how come the proportion of
completed road roughly tallies with the amount of finance AfDB provided? What were the tolls used for?

10. Why is the Ikoyi Link Bridge built with Tax Payers Money being tolled when it is not a PPP?
https://www.premiumtimesng.com/regional/ssouth-west/108723-activist-sues-lagos-over-proposed-n500-toll-on-lekki-ikoyi-bridge.html

I'm not sure that's the reason..
I've been seeing heavy armed men around that side for close to a week now, chisco Ikate to the toll gate...being trying to phantom that out too...
I'm sure no one's gonna protest...that's so painful.
We should just serve Lagos state government court paper.
Due to current increase in the price of commodities around town, the company can no longer provide the same service for the same price(I don't really blame them, they're in it for a profit)....
The question here is that why would LASG approved the increase...We the citizen are finding it hard to live too because everything is on the increase...before you increased toll fee,let LASG increase her staff salary too...Abi na where dem go they see the extra money to pay for toll when the current pay is not even helping.

BRUTAL TRUTH

Donald Trump strikes again very hard, he talks to Africans:

" I don't need to harass you like the French Presidents say that France-Africa is over, yet they keep sending you the fake tourists who spy on you and come back and tell them how you should be recolonised."

"If after 50 years of independence you have not built the necessary infrastructure for your people are you humans?

"If you sit on gold, diamond, oil, manganese, uranium... and your people don't have food, are you humans?

"If to stay in power, you don't hesitate to buy weapons from strangers to kill your own citizens, are you humans?

"If your only social project is to stay in power for life, are you humans?

"If you despise and shoot your own citizens like game, who will respect them?"
