It's easier to point out errors of leaders and much easier to analyze political trends and occurrences.
If you were the GCFR of Nigeria, in what order will you arrange these solutions in order of priority and urgency?

Tourism
Education
Science and Technology
Security
Power

Let's see if we have future intelligent leaders here.

1. Education not just to develop higher skilled workers but to also increase the amount of disposable income the average Nigerian has. Free high quality basic education across the country will create jobs for out teeming youth and educate the up and coming generation. Education will also decrease our high birth rates and improve healthy practices.

Funding for this would be derived from progressive taxation on the rich and privatisation of non-functioning MDA'S.

2. Security. Insecurity in Nigeria is mainly borne out of the massive poverty faced by many. Without security nothing would work. A carrot and stick approach will be the most appropriate solution. The provision of free quality education and healthcare in poorer communities would create jobs for the locals and quality services for the people. The solution main solution is to increase our police force and to provide adequate equipment and training. civil defense, road safety, and other paramilitary agencies will be combined to form one police force. Each former agency will become a department under the police force. Policing will become decentralized as the number of federal police would be drastically reduced. Police would be recruited at the local government level and the state government level.

Funding for this will be derived from administrative savings from combining the agencies and taxes from Nigerians.

3. Power

Power is needed for industrialization. Power would provide value adding jobs for Nigerians taking many out of poverty. Without education, security and Nigerians being able to afford to make payments for electricity, any investment in power will be unsuccessful. Government must maintain currency stability as many fuels are priced in dollars and at the same time invest in cheaper fuels such as coal. Low pricing for power is extremely important as Nigerians must be able to pay for it. Please note that Free Education and Healthcare would increase Nigerians disposable incomes.

Funding for investments. Oil revenues and savings from privatisation of non-functioning MDA'S and efficiency in managing our oil wealth through the effective use of information systems such as the TSA IPPIS, and Aquila.

4. Science and technology
Investment in research is important as it moves the production possibility curve of the whole country. This implies that more jobs would be created and more people will be gotten out of poverty.

Funding: same as in 3

4. Tourism (Tied with science and technology)
Black people tend to be more artistic the people of other races. Be it in sports, acting, music, fashion and design, and poetry and writing, black people are at the forefront in these fields. Investment would create more jobs for our teeming youth.

Funding: same as in 3.

Since we know the present Government Bias against Restructuring, all aspirants for the Presidency should be asked to state how they will give within six months of becoming GCFR :-
1, Internal Security Police Autonomy to our 36 Constitutional Homeland States;
2, Homeland States Full Autonomous Resource earning and application Control and Payment of ten percent of States' Earnings to a common pool to run the FG and
3, Homeland Full Autonomy to create their SIEC, that is, State Independent Election Commission.

Can Education thrive without security?
Look at cases of Boko Haram in Borno and Yobe.

1. Security: Without the guaranteed security of lives and properties, nothing can work.

2. Power: There is an urgent need to boost our power sector. Quality education, conducive learning environment, science and technology, industralisation and scientific research are all tied to good power generation. Electricity is needed for smooth operation in industries, educational institutions, laboratories/research centers, libraries, etc.

3. Education: There is a need to increase funding in education and ensure transparency in the education budget, procurement process and remuneration of workers in the education sector. More investment should be channeled into scientific research, technological development, skill acquisition and transfer, research grants, construction of laboratories/research centers and upgrading of existing ones, human capacity development, etc. Make Science, Technology, Engineering and Mathematics (STEM) very attractive to students by providing scholarships, research grants and other incentives to STEM students.

4. Science and Technology: is a microcosm of Education.

5. Tourism: Only when these top 4 are in place, can we begin to look into our tourism potential and development.

Truly all these things need urgent attention but the most fundamental problem with Nigeria now is the civil service.
Our civil service is archaic and corrupt, that's why good ideas on how to fix Nigeria are not in short supply, but implementation
and execution are the problem.

Before a politician enters office we see he has lofty ideas but when he gets elected we see them behaving just like their predecessors,
why, because the people meant to ensure continuity(civil servants)are the problem.

Until we reorganize our civil service,we would just be moving but still be at the same place.

The real cabal are the civil servants.

There are no quick fix solutions.
First it has to be acknowledged that the civil service and by extension, the civil servants, are the problem
then we can start thinking how to reform this necessary institution for the betterment of Nigeria.

But keeping the civil servants aside (because of its controversial implications and irrelevance to the question above)
What will be your answer to the top questions?

Can we have a good police force without police officers being properly educated? Issues with terrorists will not end in one day.

Dat9jaguy rightly stated that our civil service is a major cabal and reason for our failure. The Government needs to restructure the civil service combining Mda's that can be combined and scrapping others that can be scrapped. Steve Oronsanya's report already has provided a framework to go about this. Older civil servants should be retired as Bode Augusto advised and the remaining workers should be retrained and tested on a regular basis.

Government cannot use 4 years on education and then another 4 years on security. These things must sort of go hand in hand. My list was based on priority of what I feel is the most sustainable way to develop Nigeria.

1, Amend The Constitution now.
2, Put Homeland Security Autonomy in The Constitutional States Hands. Each State should have her own IGP and be responsible to control her internal Security.
3, Let there be SIEC for each State to elect her own LG Representaives,, State House of Assembly members, Senators and Hse Rep Members and Governor.
4, Each State should search for her funding requirements and their applications,
5, Each State shall contribute uniformly to F.G.
6, These are Booms that will provide Peace, Love, Progress and Corruption free Security we want for our future generation.
7, Without these measures for Nigerian Democracy, we might be postponing the Doomsday.
8, The Kind of Processing Mr. President wants is now outdated. It was a Military Fashion to keep every State centrally controlled. That was Autocracy. Decentralisation of Factors of Production and Control put Governance at the Grassroots. This is more effective, progressive and democratic.

Good point. However, don't compare military and paramilitary training to education.
When we say security, their academies and colleges are inclusive. Infact even their sponsored trainings. You don't separate them.

If there was adequate security, chibok and dapchi girls won't be a topic of discussion today.
Leah Sharibu won't be in custody. The Dapchi school resumed recently with a very poor turnout as the parents had already said they won't return their children to that school without security.

Some things does not require 4 years to fix.
Those of us that schooled in Higher institution in south west and south south those days know the impact of insecurity in terms of cultism.

When security is assured, there will be peace, when there is peace, progress will naturally occur.
