hhhmm . .  . . . So the millions more dollars these states get each month is not enough for massive development?  Rather than courting investors, the whole country needs to move Ministeries yet again, so Governments can get a clue on how to develop with money available to them?

So now it is the location of the Ministries that determines development . . . .Ok oh
