first off, you need to get a proper Video editing software, i use a product called Magix Movies on CD & DVD 4 http://www.amazon.co.uk/exec/obidos/ASIN/B0009WHTJ4/qid=1136207783/sr=8-8/ref=sr_8_xs_ap_i8_xgl/026-1961999-6312401
With the software you can create DVD menus, chapters, intros etc, in short you can create professional looking DVD presentations easily.
You'll also need a DVD burner and a fairly high end PC.
What model is your JVC camcorder ? The one i have is a digital video camera and you can connect it to a PC via a USB cable or through firewire (which is a lot faster than USB). If you can't connect either way then you need a TV output card in your PC, this will allow you to connect your camera and then record to your PC's hard disk.
Once you have it on your hard disk (in MPEG or AVI format) you can then edit and modify it with any video editing software (or the one i mentioned earlier) and then copy it to DVD using a DVD burner.
