What has he been waiting for? If I were him, no need to announce it before taking action. You won't use tools without getting result yet you continue using the same tools. But, this is a president that said he will shuffle his cabinet when he was outside for treatment yet nothing has been done. Even to replace a death minister (late Ocholi) it takes them same trend.
