NEW AMNESTY BOSS COOLS OFF IN EFCC CUSTODY OVER ALLEDGED MONUMENTAL FRAUD?

Fresh tension is said to be brewing again among management and staff in the office of the Special Adviser to President on Niger Delta/Coordinator of the Presidential Amnesty Programme, following a strong rumour making the rounds about the possible arrest and detention of the new Amnesty Coordinator, Professor Charles Quaker Dukubo by operatives of the Economic and Financial Crimes Commission (EFCC) on Friday over alleged mismanagement of funds meant for the reintegration of 30.000 Ex-Niger Delta Agitators captured in the Presidential Amnesty Programme.

Recall that earlier in the week, an informer, Mr. Doubra Williams, had petitioned the Presidency over alleged ongoing fraud in the Presidential Amnesty office.

The petition, titled, “An Urgent Call to have Prof. Charles Quaker Dokubo, Coordinator of the Niger Delta Presidential Amnesty Programme (PAP), Step-Aside for an Investigative Inquiry to Commence into his Treasonous Activities Against the Government of President Muhammadu Buhari, and the Unrivaled Fraud and Corruption Being Perpetrated in the Niger Delta Presidential Amnesty Programme (PAP)”, the petitioner, further alleged that “A total of N778 Million has already been paid by Prof. Dokubo to some individuals within two (2) weeks of issuing their award letters out of the total contract sum of about N1.166 Billion. However, no job, training, or empowerment has been done by these companies across the Niger Delta region”.

Just last Wednesday, in what seems like another desperate bid to escape the anticipated sledge hammer on him over alleged connivance with agents of the Peoples’ Democratic Party (PDP) to subvert the APC-led federal government, Professor Charles Quaker Dokubo hurriedly terminated a contract with Double Helix Nigeria Limited, human resource consulting firm he earlier engaged on assumption of office in March, to recruit new staff for the Amnesty office, after disengaging all staff he inherited from the immediate past Coordinator, Brig-Gen. Paul Tarela Boroh (Rtd).

An internal circular dated July 4, 2018 and endorsed by Prof. Dokubo himself, with the caption, “Termination Of The Contract Of Double Helix Nigeria Limited”, addressed to all heads of department/unit, he stated, “I wish to notify members of the management as well as all staff/consultants in the office of the Special Adviser to the President on Niger Delta that I have after due diligence and checks decided to terminate the contract of the Reintegration Consulting Firm, Double Helix Nigeria Limited engaged to provide Outsourced Human Resource services for the office”.

“However, being well aware of the wealth of experience possessed by the current crop of consultants working in the office, and the services they have rendered thus far in this office, I want to assure all staff/Consultants that this decision will in no way affect their employment status, and that their jobs will be secured pending when the Office, will re-engage the services of a new Lead Reintegration Consulting Firm.

“I strongly urge all Consultants to continue performing their responsibilities for the attainment of the goals of the Reintegration Phase of the Amnesty Programme”, the internal memo concluded.
Mr. Doubra Williams, who recently petitioned the Presidency over award of fraudulent contracts in the Amnesty office, had alleged that “Double Helix Nigeria Limited, was brought by one Mr. Remmy John as a front for Mr. Henry Ugbolue, Mr. Remmy John, and Mr. Lawrence Pepple being aides to the former Coordinator of the Presidential Amnesty Programme under former President Goodluck Jonathan, Hon. Kingsley Kuku, whom he claimed all have pending criminal cases against them at the Economic and Financial Crimes Commission (EFCC).

According to Doubra Williama, “These individuals are piloting the affairs of the Amnesty office for their personal interests from behind the scenes. Prof. Dokubo violated Bureau of Public Procurement (BPP) Rules by approving the contract for the Consultancy to Double Helix Nigeria Limited located at No. 4 Olu Agabi Close, Life-Camp, Abuja, FCT. for the payment of PAP Consultants salaries without following due process”.
“They have no specific office location. Ms. Hilda Dokubo was brought into their circle but due to the media storm and criticisms her presence created, Prof. Dokubo and these individuals agreed that Mr. Henry Ugbolue use his Media Connections to make publications to deceive the NSA Gen. Monguno (rtd.) and the Presidency that Ms. Hilda Dokubo is not working with Prof. Dokubo”, the petitioner claimed.

The whistleblower added that “These 3 individuals frequently communicate with Prof. Charles Quaker Dokubo via WhatsApp only, using different hotel rooms within Abuja and Lagos to hold unofficial meetings”, reiterating that “Mr. Henry Ugbolue, Mr. Remmy John, and Mr. Lawrence Pepple are all from the previous administration, and they have pending criminal cases against them with the Economic and Financial Crimes Commission (EFCC) due to their alleged fraudulent practices as senior management officials at the Amnesty office. These 3 individuals held senior management positions under the former Amnesty Boss Hon. Kingsley Kuku”.

In a related development, the Coordinator of Niger-Delta Peace-Yoke Leadership Initiative (NIDPLI), Mr. Excel Y. Toriomo on behalf of Concerned Ex-Niger Delta Agitators, had earlier alleged that “Professor Dokubo contracted out staff employment job to a consultancy firm, Double Helix Nigeria Ltd, run by one Ms. Hilda Dokubo and some cronies of the former Coordinator of the Programme under former President Goodluck Jonathan, Hon. Kingsley KuKu, such as Mr. Oluremi John, Mr. Henry Ugboluhe and Mr. Larry Mike Pepple. They run the office in proxy despite alleged pending cases at the EFCC involving them”.

“These persons, with such criminal records, were aides to former Special Adviser to the President on Niger Delta and Coordinator of the Presidential Amnesty Programme, Hon. Kingsley Kuku under President Goodluck Jonathan and they are currently the ones running the office in deputation as Prof. Dokubo has not the least managerial capacity and the right disposition to carry out the functions of Special Adviser and Coordinator of the Presidential Amnesty Programme.

“We have also observed that Prof. Dokubo seems to be medically unfit to handle such a highly sensitive security office under the supervision of the office of the National Security Adviser [NSA] to the President.

“To this end, we call on Mr. President, to, as a matter of urgency to investigate the health status of the Special Adviser and Coordinator of the Presidential Amnesty Programme, to ascertain if he is medically fit or not to run the office”, the petition reads in part.

The Ex-agitators further had accused Professor Dokubo, of disengaging them from working in the Amnesty office and instead replaced them with persons-mostly girls-from outside the Niger Delta region on assumption of office, adding that “these young ladies are alleged girlfriends of vendors”.

“Imagine an office that has trained some critical stakeholders on various disciplines and vocational areas would not absorb them but would rather disengage even those that were employed by the previous administration and replacing them with persons from Ebonyi, Enugu and Kogi states which are outside the Niger Delta”, the petitioner queried.

This is a malicious, wicked and spurious report made by unscrupulous and corrupt elements who are only after their own selfish interests. We condemn this publication in its entirety. It is clearly an unguarded and pernicious narrative published to derail our Niger Delta youths.
We want to make it very clear that the Special Adviser to the President on Niger Delta and Coordinator, Presidential Amnesty Programme Prof Charles Dokubo is a very morally upright man and cannot involve himself in fraudulent acts that can cause embarrassment to him and the office, as he is determined to leave his footprints as the man who moved the Niger Delta to greater heights, which he is currently doing.
If only these mischief makers, greedy, money and rumour-mongering detractors and unsolicited critics will allow him to perform the job which he was appointed to do…
We believe that any petitions or publications made against his administration is clearly an act of greed, outright bitterness and joblessness, as anybody who has his hands full with productive work will not have the time to write a post this brutally uninformed, mischievous and slanderous.
We hereby advise the perpetrators of this act to desist from such publications as they will only end up looking very foolish, because none of these allegations is true. If such is true, they should have provided evidence of all these accusations and proven them beyond every reasonable doubt. But since no evidence has been provided alongside this report, we can only conclude that these ungrateful and evil people are just trying to bite the hands that feed them.
We are solidly behind Prof Charles Dokubo and we will make sure that every barking dog is silenced and subdued! The Professor has proved himself capable of carrying out his duties since the inception of his tenure. Simple!

It is unfortunate that people could decide to be mischievous and seek to denigrate and malign Professor Dokubo, a renowned Professor of International Dilpomacy, War, Peace & Defence Studies. So unfortunate.
