As it stands, the government has two options; to buy the domain names from Olumayowa or to include Nigeria Air in the gov.ng sponsored top-level domain. The latter is very unlikely since the carrier would be run as a private entity.

Also, failure to buy the domains would put prospective clients at the risk of being misled and defrauded because NigeriaAir.ng or NigeriaAir.com.ng would be the default go-to places for many people.

Therefore, it is safe to say that Olumayowa would be cashing out soon, even though he’d only be getting a fragment of the ridiculous amount we imagine would be budgeted to develop the National Carrier website.

However, considering how profligate this government is, if they can use 86M to cut the hair of a bald President, they would be willing to pay more for the domain names.

When the government is ready, he'll lose those names unless the government isnt interested which might not be the case. He does not and cannot own the "Nigeria Air" trademark which is basically a sovereign entity.
You cannot just register "cocacola.whatever" just because you found the domain (you might get sued)

I think this law is retrogressive and anti capitalism. This shouldn't be the case

The law wasn't even targeting scenarios like this, it was passed to deal with fraudsters that clone websites with the intention of defrauding people.

However, the law also deals with opportunistic Longthroats trying to benefit from the reputational brand name of others.
