CALL FOR TENDERS FOR SUPPLY OF NFI (Non Food Items) KITS

MSF OCBA invites submission of tender for the supply of 5,600 NFI kits in accordance with the conditions detailed in the dossier supplied to interested bidders.

1. The dossier to be withdrawn by the suppliers will include the following information:
• List of the contents of the kit
• Specifications of the items
• Number of kits and final destination for delivery


2. Tenders must comply with the following requirements:

• Bids to be submitted on headed envelope addressed to Logistical Coordinator at the address below

• Envelope should indicate Ref nº NFI/2018/T1) but have no other details related to the bid.
• A copy of the registration of the company in Nigeria (Certificate of registration, Tax compliance, VAT, Business permit)
• Financial sustainability of bidder (last audit report on 6 months certified bank statement certified by Bank)
• Bidder provides satisfactory client reference/recommendation letters or copies of other NGO Purchase orders in the same category
• Tendered prices must be shown as both inclusive and exclusive of any Value Added Tax chargeable (if applicable)
• Payment conditions
• Delivery time and Transport costs to final destination
• A sample of the kit will be left at MSF office

Only companies that submit bids that conform to these criteria will be selected for the evaluation. Any offer that does not conform to one or more of these criteria shall be discarded at the discretion of the MSF OCBA.

3. Closing date of the call for tender

• The invitation to tender shall be sent in a sealed envelope to the office of medicines sans frontiers/Doctors without borders at the latest 06 /08/2018.

4. Designation
• A contract committee made up of representatives of MSF Spain will select the successful contractor and the result of the counting shall be communicated to the bidders by telephone or e-mail
• The decision of the Committee will be without the possibility of appeal.

5. Selection criteria for the best bidder,

The criteria considered for the choice of a contractor are as follows:
 Price,
 Delivery time
 Quality of items (matching MSF criteria for safety)
 Payment conditions
 The file

The criteria will be evaluated in a notation and the contractor with the highest number of points will be allocated the contract of supply.

MSF OCBA reserves the right to reject any or all the bids.
