First, Atlanta is not a state, it is the capital and largest city in the state of Georgia.
Second, Atlanta has neither the largest black population (New York City does) nor the highest percentage of blacks (Detroit, Michigan does) of all US cities. Atlanta is not even in top 10 of all American cities. Detroit, Baltimore, New Orleans etc have more percentage
