Does anybody understand the meaning of phytosanitary certificate?

Does it mean that produce are not free from pests?

If you now use pesticide they will now reject it on the basis it contains too much pesticide.

Most of us do not realise that the white man is playing us.

He wants us to buy from him, but he doesn't want to buy from us.

Yes i have expected this long time ago, you know when a country solemly dpends on another, any effort the try getin out of that ova dpendency wil be rejected. Am nt suprise. It abt that tym nig too start producing weapons, auto-mobiles, phones and also reject other countries own. NOT ALWAYS REJECTING RICE IMPORTATION

Don't be quick to judge. Do you know how much rigour they would have to go through, how much bribe they would have to give before being able to get the certification? Doing business in Nigeria is discouraging

No country can stand on its own. You can't produce everything you need and you can't eat what you produce all alone. You need to export to boost your economy. That's why economic sanctions usually have strong impacts on affected countries

I would like to advise President Buhari to drop the position of Petroleum Minister which he is under performing and supervise agriculture.

This wrong notion and bad behaviour he copied from his military superior ex-President Olusegun Obasanjo should immediately be abolished.

President Buhari is from the northern part of Nigeria where they have vast untapped land that is good for Agriculture.

Why is Buhari running from the mainstay of his own people and be pursing Niger Delta crude oil money?

If President Buhari change his administration mentality with regard to Agriculture. This will take agriculture to an all new height for the overall growth and development of Nigeria.

The emphasis on crude oil as our mainstay over agriculture must be reviewed.

Western countries are no fools they value what their citizens eat.

They are not like Nigeria that take things for granted.

In those countries laws and regulations work unlike in Nigeria.

My popular slogan is

Northern Nigeria leaders should prepare Nigeria for an agricultural revolution based on mechanized agriculture that utilizes the best practices in the agrarian sector.

We can not afford to do otherwise.

IF NORTHERN NIGERIA LEADERS TAKE AWAY THEIR LONG THROAT FROM CRUDE OIL MONEY AND FACE AGRICULTURE WITH ALL SERIOUSNESS FOLLOWING THE BEST PRACTICES IN THE INDUSTRY.

IT WILL HELP TO GALVANIZE AGRICULTURAL GROWTH IN THE SOUTHERN PART OF NIGERIA.

People in the Southern part of Nigeria look up to the north to develop Agriculture to feed Nigeria and export overseas to generate revenue.

But the north are not showing the enthusiasm for agriculture particularly their political leaders.

LIKE WHAT VICE PRESIDENT PROF. YEMI OSINBANJO AND FINANCE MINISTER KEMI ADEOSUN HAVE BEEN SAYING GONE ARE THE DAYS OF BIG MONEY FROM CRUDE OIL.

Even former Delta state governor, Dr Emmanuel Uduaghan came up with a slogan "DELTA BEYOND OIL"

I call on northern nigeria politicians to join in supporting the ongong call for the RESTRUCTURING OF OUR MILITARY IMPOSED FEDERALISM to encourage genuine development in Nigeria.

BEFORE THE ADVENT OF CRUDE OIL, AGRICULTURE WAS OUR MAIN STAY BUT BECAUSE OF LAZINESS AND QUICK MONEY COUPLED WITH LONG YEARS OF MILITARY RULE WE ABANDONED AGRICULTURE TO AN ALL TIME LOW.

Many youth in Nigeria see Agriculture as a profession for the OLD MAN AND OLD WOMEN in the Village.

If federal government is sincere about developing agriculture in Nigeria they should give FULL SCHOLARSHIP to student who want to study agriculture at the polytechnic and university.

The federal government should also fund the federal universities of agriculture to make it have the facilities to train student studying agriculture.

The idea of rushing to export agricultural produces overseas when we are not self sufficient in food production is quite a crazy idea all because of the crave for dollars and pound sterling.

POLICY MAKERS IN AGRICULTURE IN NIGERIA SHOULD NOT PUT THE CART BEFORE THE HORSE.

The minister of Agriculture, Audu Ogbeh should have ensured that Nigerians can decently feed themselves before considering to export yams abroad.

If we go out of our way to export food abroad we should study the requirement of the host countries and make sure that necessary regulations is put in place to meet the requirement of this foreign countries we are exporting food produces to.

The United Kingdom authorities have rejected a consignment of agricultural produce from Nigeria worth N5 million for failing to meet up with the expected requirements.

Head of Inspection at the Nigerian Agricultural Quarantine Service (NAQS) in the South West Zone, Dr Moses Adewumi, made this disclosure at a news conference.

He disclosed that the consignment contained bitter leaf, wrapping leaf, pumpkin leaf, waterleaf, native pear, backyard eggs, amongst others.

Mr Adewumi, however, emphasised that the goods were rejected because they did not have phytosanitary certificates.

Business Post reports that a phytosanitary certificate is an official document issued to indicate that consignments of plants, plant products or other regulated articles meet specified phytosanitary import requirements and are in conformity with the certifying statement of the appropriate model certificate.

Mr Adewumi informed reporters at the briefing that the Food and Agriculture Organisation (FAO) requires that within the movement of agricultural produce or commodities around the globe, the commodities must be free from pest.

According to him, “On this case, now we have as much as about 41 Worldwide Standard For Phytosanitary Measures (ISPM), which guides the transfer of commodities.

“When you find yourself sending commodities beyond the shores of the country, the worldwide process is that it should be accompanied with a phytosanitary certificate, that’s the well-being of the commodity being exported.”

He said, “Any commodity not accompanied by the certificates is against the law,” explaining that, “That’s the reason all these consignments have been returned to the nation (Nigeria) due to the fact that most of them weren’t accompanied with phytosanitary certificates.”

But Mr Adewumi said NAQS was making efforts to ensure exporters and non-exporters know about these requirements to prevent such from happening in the future.

Recall that last year, some consignments of yam exported from Nigeria to the USA at a ceremony in Lagos attended by the Minister of Agriculture and Rural Development, Mr Audu Ogbeh, were rejected on account of poor quality.

Africa has a population if 1.2 billion.. We don't need UK and Europe to sell our produce.. With ECOWAS, South africa development community (sadac) and east Africa development community, we are good to go.

I am tired of Africa, we always look up to the west but the west don't consider your produce.. We buy milk from Europe but meanwhile milk is in abundance in kenya and Rwanda.

The unity of Africa is in its regional bloc..

am sure the agent or agency that sent d shipment was in a hurry an thought that the Uk govt will turn a blind eye to the requirement but its a pity that the local farmers will not be paid

But we Nigerians won't do that. We will just bribe our agency.

The biggest form of corruption in Nigeria is blackmail NOT just the politicians stealing billions, but the blackmailing that goes on in every corner of Nigeria that ruins individuals trying to create wealth and employment. From custom officers who will seize your goods, policemen who will harass you when transporting your farm produce or anything else come to think of it, the retailers who will gang up and blackmail you to sell it at a loss, Professors who will blackmail young girls to sleep with them or fail. the randy husband who will blackmail the house girl to sleep with him or go back to the village. Mechanics blackmail you too. Get paid after doing a contract to the specified terms involves settlement fees to the bursary department The process to get these produces certified to get it to the UK the farmer would have been blackmailed to bring all sort of settlement fees that it would not be cost effective anymore.Blackmail is the biggest form of corruption in Nigeria and it is being committed by both ordinary citizens and men and women in uniform.

please let me know other forms of blackmail/corrupting practices ORDINARY Nigerians engage in everyday that ruin this country

On point Sir, Nigeria on its own has one of the biggest consumer blocks in the world . The problem is we don't want to give our ordinary/poorer citizens the same spending power as the poorest in Europe and USA Etc. Its hard to produce and sell to Nigerians as corruption/blackmail has reduced the spending power for most Nigerians to near zero. A cleaner in London can afford decent food, a car, pay rent/subsidy housing, even go on holiday.

Have you ever gone through COMPARATIVE COST ADVANTAGE AND ABSOLUTE COST ADVANTAGE as put together by the classical economist? My brother, when ur country can produce what it has absolute advantage on, even the countries they are trading with wil knw they need the goods of "country A" necessarily to sustain. It true no nation can stand on it own bt nigeria is an over dpendent country to other nations. Is YOUR COUNTRY NIGERIA OR OUR COUNTRY NIGERIA FROM THE YEAR 2000 COME NOW, EVER WITNESS A SURPLUS IN THE INTL BALANCE OF TRADE? It reflect deficit. Shun what u startd.

They should also look into their officials who are at the Lagos international airport, a good number of them are crooks, you bring things into Nigeria with the accompanying Phytosanitary certificates, which they themselves certify as genuine but would boldly ask you to give them money if you want your stuff to leave the airport.

Same thing if you are taking any food material for personal consumption out of the country. They charge your 3k( as at 2015) and give you a fake receipt.

I am suspecting someone in their establishment got paid, but never did the required certification. These are the people making the cost of business extra high in Nigeria.
