Kemi just showed the weightlessness of our previous finance ministers. Majority came in and left unsung. A particular paper tiger came said all the right words, trampled over the landscape like a hippo, got more chubby at the expense of an asphyxiating economy and disappeared into exile till present day

She has completed her divine assignment. She met Nigeria in distress and by divine enablement, she stabilized the economy before crude oil price appreciates. Ogun State is very proud of her.
She is a courageous woman who piloted the Finance ministry at a time Nigeria witnessed the worst economic recession in her history.

IMF is very much aware of her ingenuity. We salute her courage. Obj came in 1999 to pick Nigeria from dust and left with legacy. Those who looted the labour of Obj and years of Yaradua/GEJ presidency when Nigeria made the highest revenue in the history of Africa but saved no kobo but rather borrowed heavily will be judged by the god of Nigeria.

The Minister of Finance, Mrs. Kemi Adeosun, resigned yesterday, saying in line with the Buhari administration’s stance on integrity, it was honourable for her to resign over allegations on her NYSC exemption certificate.

Here is a brief highlights of her activities in office



Efficiency Unit:

One of her major initiatives is the Efficiency Unit (E-Unit) established in November 25, 2015 to ensure that all government expenditures are necessary and represent the best possible value for money. Prior to her assumption of office, available records showed that the nation’s recurrent expenditure completely dwarfed capital expenditure by a ratio of 84/16. This included non-wage related overhead expenditure such as travel costs, entertainment, events, printing, IT consumables, and stationeries, among others. Since its creation, the unit has been monitoring the MDAs, identifying and eliminating wasteful spending, duplication and other inefficiencies and identifying best practices in procurement and financial management. The federal government currently saves at least N15 billion annually from the services of the unit, according to the ministry.



Presidential Initiative On Continuous Audit (PICA):

Adeosun was said to be instrumental to the establishment of the Presidential Initiative on Continuous Audit (PICA), a critical initiative in the implementation of a Continuous Audit Programme. The Federal Executive Council (FEC) had on March 9, 2016, approved the establishment of PICA to ensure full accountability of all public funds expended under the Buhari administration.

Development of Whistle Blower Policy: The Whistleblowing policy, which was developed by the Federal Ministry of Finance in December 2016, empowers citizens to report public corruption. The primary goal of the policy is to support the fight against financial crimes and corruption by increasing exposure of financial crimes and rewarding whistle blowers. According to Adeosun, over 2,500 reports have been made through various reporting channels as at July 2017, with 365 being actionable tips. She disclosed that the sum of N375.8 million had been paid as reward for 20 whistleblowers in the first batch payment.

Voluntary Assets and Income Declaration Scheme (VAIDS):

The Voluntary Assets and Income Declaration Scheme (VAIDS), an initiative of the Kemi Adeosun in collaboration with the State Tax Authorities, is a revolutionary programme that provides tax defaulters a nine-month opportunity to voluntarily and truthfully declare previously untaxed assets and incomes. As at May 2017, the total number of taxpayers in Nigeria was just 14 million out of an estimated 70 million who are economically active. VAIDS has however yielded over $50 million in revenue between June 29, 2017 when it was launched and October 31, 2017. Two foreign companies have also agreed to pay $110 million in regularizing their tax status.

Treasury Single Account (TSA):

The TSA is another initiative towards efficient and transparent management of federal government finance and revenue collections that have been implemented in the past years, through the Federal Ministry of Finance under Adeosun. The government can monitor and manage revenue from revenue collecting and revenue generating agencies of government, through a window. It has so far mopped up over N3 trillion as revenue accruals since the policy of Treasury Single Account commenced.

Capital budget releases:

Adeosun had said the Federal Government released over N1.580 trillion for capital projects to all its Ministries, Departments and Agencies (MDAs). She said government released N1.58 trillion capital cost to the MDAs for the 2017 budget, considerably higher than the pre-PMB years.

$50 million was generated. Yet the Federal Ministry of Finance have not paid we the Community Tax Liaison Officers, (N-POWER) N-tax applicants that did the work of creating awareness and sensitisation during the VAIDS period. 7 months now no stipend.

$50 million generated. Yet the Federal Ministry of Finance have refused to pay we the CTLO'S, (Community Tax Liaison Officers), N-POWER (N-tax) applicants that did work on creating awareness and sensitisation during the VAIDS period. 7 months now no stipend received.

Amina Mohammed, the deputy secretary-general of the United Nations (UN), says Ngozi Okonjo-Iweala, two-time minister of finance, spent years to get Nigeria out of debt.

She, however, said the country was now back to worrying levels of debt.

A video published by the International Monetary Fund, (IMF) on Wednesday shows Mohammed, the immediate past minister of environment in Nigeria, expressing her worry on the rising level of debt in Nigeria and the rest of Africa.

While speaking at the UN working together conversation with Christine Lagarde, the Managing Director of the IMF, Mohammed had agreed with Lagarde that Okonjo-Iweala was very influential in the debt relief Nigeria secured in 2006.

She also said the UN and IMF must have better conversations on the demands of a growing economy, seeking ways to make growth better and inclusive.

“As I was coming up from New York, some of the concerns that came up from the meeting we had in China just recently and reports that we have; the debt issues are really big, I mean, having experienced what it was for Ngozi (Okonjo-Iweala) to get debt relief.

“It took her a few years to convince people, and we are now back again in my country, with a level of debt that is worrying, but its happening all over. Africa, is that the way we want to go?

“I think we really need to sit down and have a better conversation about all the asks of a growing economy; that needs to be inclusive, it needs to succeed, because stability is needed more than ever today, across our countries and where we are working.”

Before 2005, Nigeria had an external debt stock of $36 billion, which had been carried over from the military years, dating back to 1985.

In October 2005, with Okonjo-Iweala as finance minister, Nigeria and the Paris Club announced a final agreement for debt relief worth $18 billion and an overall reduction of Nigeria’s external debt stock by $30 billion.

The deal was completed on April 21, 2006, when Nigeria made its final payment and its books were cleared of any Paris Club debt, bringing Nigeria’s external debt profile to just $3 billion while domestic debt was only about N1 trillion.

As at June 30, 2018, Nigeria’s total debt profile, according to the Debt Management Office (DMO) had risen to $73.21 billion or N22.38 trillion.

You are right. That epithet goes to Chief Obafemi Awolowo, minister of finance during the civil war.

It's no coincidence that they both hail from the same Ogun state.
