There are provisions of the law at State and Federal level that says a Nigerian of any background going into public service must be vetted and confirmed by State House or The Senate before the oath of office is given.

What is vetting?
Vetting is the process of performing a background check on someone before offering them employment, conferring an award, or doing fact checking prior to making any decision.

Because Mrs Adeosun has dual citizenship, Nigerian and British, here is the British definition of vetting.
BRITISH
investigate (someone) thoroughly, especially in order to ensure that they are suitable for a job requiring secrecy, loyalty, or trustworthiness.


What is the process in Nigeria for vetting those called into Public Service?

FIRST
Chapter VI, Part I, Federal Executive, 147.
(1) There shall be such offices of Ministers of the Government of the Federation as may be established by the President.
(2) Any appointment to the office of Minister of the Government of the Federation shall, if the nomination of any person to such office is confirmed by the Senate, be made by the President.

SECOND
The Constitution has vested in the National Assembly the power to make laws for the peace, order and good governance of the Federation. The Assembly also has broad oversight functions and is therefore empowered to establish committees of its members to scrutinize bills and the conduct of government institutions and officials.

The Constitution confers exclusive powers to the Senate among them the power to scrutinize and confirm major appointments of the executive. It is, however, specific about the appointments to be confirmed. They are those of the Ministers, Special Advisers, Ambassadors, top Judicial Officers heading specified levels of courts, the Auditor-General of the Federation, and the Chairmen and Members of the vital National Commissions.


How was Kemi Adeosun's qualification scrutinized?
Why was she confirmed by Senate without proper vetting?

The Senate owes Nigerians explanations for failing in its "exclusive" oversight role of scrutinizing and confirming nominees for Ministerial office.

The NASS members who screened her probably knew the certificate isn't genuine but kept mute with the hope of using this as a blackmail tool. Only God knows to what extent they have gone.

The president's men who spent about six months chopping for her too should explain why due diligence wasn't carried out before presenting her for confirmation.

Same for Ogun State government where she once held sway as Commissioner for Finance

Blame DSS for allowing her scale through, its not the fault of the NASS angry

This woman worked with the Ogun state government and was screened by DSS, the DSS screened her again when bubu appointed her. The NASS wouldn't be blamed if they confirmed her based on antecedent and how see rose up to that level and her profile

They vetted it quite alright. They actually did a perfect job. They discovered it was fake, then they passed it around amongst themselves and each one of them did a duplicate copy and kept it for themselves. Anytime they need money for 'constitutional project', they will write to her and enclose a copy of the fake certificate inside the envelope; as such, she will know the implication of rejecting.

In fact, the senators are actually unhappy with this development because their ATM is gone!

Follow my example and bring us stipulations that give DSS the role for vetting Ministers.

Senate serves as the sentry point...the gateman...that checks IDs and block out potential trouble makers from going past the gate. True we expect only invited guests with authentic ID to show up. The reason we have a gateman is because we know and believe people will try to beat security.

The blame should go to Senate for their inadequacy and negligence, not Kemi that breached the vetting process.

My only concern now is that she should return all the salaries she was paid with interest .
