It is the new pattern whereby northerners dominate any big money earning parastatal and then start doing projects meant for other ministry through it in their region. Same pattern is also being adopted for power and gas pipelines where a four billion USD project under the eyes of power ministry is being carried out by a NNPC who can't run refineries properly.
