The same thing in Katsina state where I served in 1998. Workers come to work only on pay day and the entire salary will be brought in cash and distributed and if for some reason(s) you don’t come to work on that day, your salary is story (as a corper I missed one pay day and it took them like 5month to pay me that month’s salary). The entire compound will be filled with people owed by the civil servants, as you collect your salary you pay your debt and wait till next pay day.
