So do you know better than APC who claimed they did had primaries. That's not even the case here, they didn't "submit candidates names" before and on the stipulated times.
They have their consensus candidates already. The matter is in court and I think the judge ruled that status quo be maintained until judgement is delivered. INEC will accept their candidates when judgement is delivered in the matter.

Actually,it is a must.Read Section 87 of the Electoral Act.
Even where only one aspirant is standing,affirmation primary,either direct or indirect,must still be held to affirm the aspirant as the party's candidate.
APC should have reached their consensus earlier,and then affirmed it by delegates votes before the deadline.
They shot themselves in the foot

Fact remains Sai Baba frenzy that went wild like wildfires few years ago has dwindled almost to zero level.Many crisis are overwhelming APC and it is just a matter of time that bell will chime to signify the big end.

In fact it seems the APC is under-rating the legal implication of this their lawlessness should INEC go ahead to even allow them field candidates in the election.

That is for the court to determine, even INEC acknowledged that it was waiting for the Court pronouncements....Remove PDP lens and read.

INEC in d eyes of all. How they handle this till d end will determine whether d already devalued credibility of INEC will appreciate. All eyes must now be focused on d judiciary whom am sure d authorities are hoping to get a 'jankara' judgement and we will now to be told that it was a court order that reinstated Zamfara list.

The Independent National Electoral Commission (INEC) has denied receiving any list of candidates for Zamfara State from the All Progressives Congress (APC) as claimed by the party.

The electoral body had disqualified APC from fielding candidates for the 2019 general elections in Zamfara State on the grounds that the party did not conduct primary elections in the state within the time it stipulated in its guidelines.

But the APC National Publicity Secretary, Mr. Lanre Isa-Onilu, had told THISDAY after the deadline for submission of candidates’ for the presidential and National Assembly elections on October 18, 2018, that the party submitted candidates for all positions in all states of the federation, including Zamfara.
“We submitted applications for all the positions in all the states, including Zamfara,” Isa-Onilu told THISDAY.

However, INEC National Commissioner on Voter Education and Information, Mr. Festus Okoye, told THISDAY on phone yesterday that the commission did not receive the list of candidates from Zamfara State from the ruling party.

He said based on the provisions of Section 31 and 87 of the Electoral Act 2010 (as amended), “the commission does not expect that your party will submit names of any candidates from Zamfara State.”

Okoye added, “For clarity, our position is that the APC, will not be fielding candidates for the governorship, National Assembly and state assembly elections in Zamfara State for the 2019 for the general elections.

“There are two matters relating to the party primary election conducted in Zamfara State pending before the State High court and Federal High Court in Zamfara. Those two matters are yet to be decided.
“So APC did not submit any list from Zamfara and INEC did not release any list of candidates from Zamfara.”

The Constitution supersedes the Electoral law, if it comes to that, even though where you quoted didn't address the issue at hand.

Pls quote the relevant piece of legislation that backs up your statement because you are now trying to claim that INEC has no basis to disqualify APC

And in addition to that, there must be INEC officials around to monitor the process of whatsoever method they(political parties) desire/adopted. These officials will then convey the outcome to the commission for record/documentary purposes.

But in this case nothing of such and the ruling party still shamelessly insist that they did some sort of secretive consensus.

The Electoral Act is the extension of the Constitution dealing with election matters.I'm sure you don't have a copy of either.
