When you raise the ramp, water should come out from the exhaust.

A good engine is not by looking since all that glitters isn't Gold.

go and meet a mechanic pay him for inspection services. Even experts buy lemon not to talk of someone without car knowledge

There should be no rattling when you listen to the engine at idle. Check also for oil leaks.

And it will idle at Around 700-750 rpm

I distinctly remember someone arguing that there was a consistent way some time ago. Aaaanywho... short of being present for compression testing and/or rebuilding it yourself, it's down to checking:

1 spark plugs (if present) and engine cap for oil and/or deposits
2 the oil (both new oil and discolored or dirty oil can tell you something)
3 trying to turn the Crankshaft manually, and
4 hoping for the best....
