Have you noticed that the media and government of the day have replaced the words terrorism and terrorists with insurgency and insurgents in their reportings.
While the world sees Boko Haram and Fulani Herdsmen as terrorist organizations, Nigerian government has chosen to called both as insurgents and bandits.
The terror unleashed by these terrorists in Kebbi, Katsina and Zamfara states are not threatening enough for government to class them as terror group. Recent reports indicate that they have a camp in Sokoto yet government continue to live in denial.

Yes because they've been claiming more and more territories using acts of terror

Instead of calling them terrorists so that the response from international community will be solid, they call the Armed Bandits, Marauders, herdsmen etc. They are all terrorists period!
