During Buhari budget presentation, he was jeered by the senate (which was political), he made the sign while looking at Saraki... A clear warning to him "remember we're brothers in the jihad".
Since then Saraki has mellowed down on Buhari, met and shook hands with him, while still playing the PDP

Because of the outrage the true meaning of the sign would have caused in Nigeria, the presidency and the media aides quickly converted it to four plus four sign which coincides with four tenures of office.
