Banking reform was & is an initiative of the CENTRAL BANK and not the VP.
That the VP chairs the NEC does not in any way give him the credit for reforms brought about by seasoned economists.
The VPs chair of the NEC is merely a protocol position as an approving authority and not a technical one, meaning that the policy formulation is by technocrats @ CBN.
This means that in reality, atiku may have been a lame duck criminal (which he is), but due to protocol, he would still chair the NEC anyway and try to take credit despite having ZERO INPUT into policy formulation.
