Considering the lack of well trained ad hoc staff that worked for INEC during the presidential election... Was as result of greedy electoral officers assign to respective local governments.
They choose to employ under age, less experience, non trained and above there families as ad hoc staff for selfish reasons.
Also... They choose to use 3 people to work in a polling unit, instead of the normal original number of 4 people agreed by INEC. which are P. O ( proceeding officer) APO1, APO2, and APO3.
Instead they scrap APO3, because of there selfish gain, where they will pocket the money for APO3.
As a result of this.. The lines during election could not be properly manage... Lots of dis order during the election.
The E. O of Yaba local government is a case study.
