Trying to call the ICC, they not picking their calls, also international call rates is ridiculously expensive in this country.

Which means they are trying to unite and divide the whole south.

Use MTN IDB ...google search for countries with MTN IDB, if ICC headquarters is situated in any of them, you can use MTN IDB for the international call .. it is cheaper

Such a pity you can't afford it.
Unfortunately for Nigeria and fortunately for me, I earn in $$$ so while naira looses more value over the next 4 yrs, I'll get richer. So I may decide not to make the call even though I can afford to grin cheesy grin cheesy
