Have you ever been browsing and notice anything similar to the image (first image) below, well then let me explain the cause of it.
In web development, we have our basic html file e.g index.html where the code needed for the webpage to work is written, this file contains critical information on how the webpage is meant to perform. And then we have the css file e.g style.css this file is responsible for the designs, color, graphics, positioning, padding etc of a webpage. Its responsible for the alignment of key structures and characters placed in the html file.
Back to the issue at hand, sometimes you might try loading a site and it appears "wonky" or out of style and that's because the css file was not properly loaded either due to network issues from your ISP, a caching program or even a programming error.
But most of the times this issue usually arises from the server/broswer not being able to successfully load the css file either partially or in full.
