The National Inland Waterways Authority (NIWA) has seized a boat and arrested its operator for ferrying 12 secondary school children on Lagos lagoon without life jackets. The General Manager, Lagos Office, Muazu Sambo, said the children were going from Takwa Bay to Osborne for school events on one of the busiest routes in Lagos.
