relinquishing power. The removal of one of the obstacles on the way
is provided for in the Constitution (Suspension and Modification)
Decree (No. 5) 1966 which was promulgated by me today and comes into

The provisions of the Decree are intended to remove the last
vestiges of the intense regionalism of the recent past, and to
produce that cohesion in the governmental structure which is so
necessary in achieving, and maintaining the paramount objective of
the National Military government, and indeed of every true Nigerian,

The former regions are abolished, and Nigeria grouped into a number
of territorial areas called provinces. . . .
Nigeria ceases to be what has been described as a federation. It
now becomes simply the Republic of Nigeria..........
The former Federal Military government and the Central Executive
Council become respectively the National Military Government and the
executive Council. All the Military Governors are members of the
Executive Council.

and subject to the direction and control of the Head of the National

the grouping of the provinces has been made to coincide with the

The public services of the former federation and regions become

the National Military Government reserves the right to do so in the

Then for your argument that Ironsi visited the Western Region Governor hence an evidence that he didn't kill the Regions; he made himself clear in his national broadcast above that he had broken the regions down to groups of provinces to be headed by military governors. Fajuyi was therefore the governor of the Western groups of provinces which Ironsi visited and not governor of the Western Region which he described as "former" in that broadcast.

Gowon's creation of states did not fundamentally alter anything as did Ironsi's Unification Decree. Before Gowon created the 12 states, the minorities were already asking for their own states/mini regions as a way to shake off the domination shackles of the WAZOBIANS made possible by the existence of just three regions. The creation of the Midwestern Region and the resultant agitations for the creation of the COR and Middle Belt Regions were clear indications that there was just no way the minorities (who actually constitute the majority when combined and compared with Wazobians) would accept to perpetually remain at the mercy of Wazobians in the form of just three regions. Gowon himself was of the minority hence understood their plight and topmost desire as his state creation gave minorities their voices and autonomy which Ironsi denied them by creating very weak provinces which reported to and took orders from him at the center.
