Point of correction. What Obasanjo did, to the best of my knowledge, was to facilitate credit from the Nigeria Export Bank to the Ghana police to buy nigerian-made peougeot cars for the Ghana police. it was purely a commercial transaction. other countries do it to promote exports.

it will sound strange to me that obasanjo gave cars to the Ghana police which have more than enough vehicles, while the nigeria police is known not to have enough vehicles. it doesnt make sense.
