For all the contracts scam that Dino melaye revealed against yaya Bello,it is only this one that he erroneously included that the op want to crucify him for?It could even be that yaya Bello claimed he sponsored the contract just to divert funds for it.

I don't really get the point the op is driving at, yes Idris awarded the contract so,the government in power can't reaward the said contract. What stop your GYB to ensure its completion.
