Tibetan school children traverse impossible terrain to and fro school everyday.
They climb steep mountains and risk avalanches / rock slides to learn, yet they go everyday.

The government should do nothing until a crocodile devours one pupil.
Only after such event, can I recommend a deliberately slow action to correct this.
