The article is incomplete and there is no such source online that China signed up to that amount with Ghana on railway.

All the news source about this issue are majorly from Nigeria, not a single one from Ghana itself. All news sites in Nigeria just do copy and paste.

Though we know that the Nigerian price was inflated but the truth is that in construction different things affect prices eg terrain, environment, weather, the company used, the government policies etc. That's why construction prices are difficult to argue with. I can for example build a 2 bedroom flat for 5m and also build the same design for 15m. Depends on materials etc. But nevertheless the price of lagos-ibadan was inflated

The railway in Ghana is not being costructed by any Chinese company, nor by any other Asian company....it is a German led consortium that is constructing it.

Also the $2.2bn is for a 360 km railway linking Accra and Kumasi., not for 560 kms as the Cable erroneously said it was.

Also CRCC does not have any project in Ghana.

These foreign business partners knows the character of Nigeria systems, so they collaborate with insiders and deal with us as they like, to their advantage and the Nigeria partners selfishness.
Even if the Ghana rail construction is not the same as Nigeria's, it has always been so for project executions in Nigeria compared to other nations

Before we conclude we have been scammed and so as not to end up comparing apples to oranges, it is important to get the full technical details of both projects.

What is the nature of both terrains? Are there rivers on the route that would need the construction of bridges? Are there hills or mountains to be tunneled through? How many train stations need to be built on the route? How available or cheap are construction materials? What about the cost of manpower? Also, what are the exchange rates of the local currency to the USD? There are these, and perhaps so many other factors to consider before we home in on corruption as the reason for the disparity in cost.

For example, the cost of building a 3 bedroom bungalow on a swampy and unstable terrain might cost as much or even more than the cost of building a duplex on a dry and stable terrain. Let us not always be so quick to ascribe corruption where there might actually be none.

I seem not to agree with OP. Before we jumped into conclusions let us know what are the scopes of the project. Remember for Nigetia rail project many properties were demolished to pave ways for the construction. I believe the contract sums was inclusive of compensation to be paid to affected properties owners. While I might not be right but knowing the scope will put the cost in perspective rather than comparing on kilometres basis. My opinion though

Probably cost of land in Ghana might be cheaper.
Let's reserve judgement until completion.
I believe the Kenyan one was also dogged by cost overruns multiple times.

You can't say they have the same terrain. Even in nigeria within the same state there are different terrain. And the companies are different. Yuu dint expect mtn Nigeria to have the same management and policies as mtn ghana same goes with construction companies. The two though affiliated most likely have different management structure and policies

Nice write up. However the Chinese did not give money to Nigeria oh. They don't trust us that much too use the money for the planned project. So they pay per Milestone achieved. For me it's a smarter way of ensuring ROI. Beside China and curruption don't mix. Na death penalty straight. So no Chinaman will collude with a Nigerian to do such as the project is huge and we'll monitored both locally in Nigeria and internationally in China.

Lagos — As construction work on the 156km Lagos-Ibadan standard gauge rail progresses, Minister of Transportation Rotimi Amaechi is expected to present a request to the Federal Executive Council (FEC) for cost overrun, Daily Trust can report.

The project was awarded at the cost of $1.5bn to China Civil Engineering and Construction Company (CCECC) but there are indications that government would overshoot the budget following variations not included in the original contract details.

Sources told Daily Trust at the weekend that the variations were being finalized by the technical team and various committees to be presented to the minister for onward presentation to President Muhammadu Buhari.



Daily Trust had reported in December last year, when the project had barely progressed, that a cost overrun was inevitable going by submissions of stakeholders in the project.

Apart from the cost of relocating some facilities, especially the Nigerian Army 81 Ordinance Corps in Yaba which is estimated at over N5 billion, there is also the relocation of oil and gas pipelines within the Lagos axis.

Also, the commitment of government to connect the rail line to the country's premier port in Apapa comes at a huge cost going by recent presentations made to the minister by the contractor and technical consultant.

Also, the Apapa Port rail sidings initially estimated at 2.4km in the project are now to extend to 6.4km for seamless connection of the standard gauge to all port terminals.

All these items are being fine-tuned for presentation to the FEC after going through the Bureau of Public Enterprises (BPE) for requisite clearance, a source said yesterday.

The request may get to the president latest by the end of December, it was learnt.

Amaechi last week led the Project Steering Committee and the CCECC officials to Apapa Port to assess the level of work to be carried out there.

After the inspection visit which had the Managing Director of the Nigerian Railway Corporation (NRC), Engr. Fidet Okhiria and his counterpart in the Nigerian Port Authority (NPA), Hadiza Bala Usman, in attendance, it was discovered that some warehouses owned by terminal operators would be partly demolished to ease the rail connectivity.

The terminals to be mostly affected are the APMT and Eni Consortium terminals.

"Most of these things were not envisaged in the original project but this is not strange in a project of this magnitude and the government is determined to execute things that would stand the test of time," the source, who pleaded anonymity because he was not authorized to talk to the press, said.



Amaechi had in reaction to the cost overrun said, "What is best is what we will do. We will go back to Mr President for us to get approval so as to get something that will outlast us."

Also speaking, the NPA MD explained that there are areas government would take over from terminal operators "for overriding public interest."

However, she assured that necessary compensation would be paid to operators whose structures would go completely or partially.

Usman reiterated that the necessary rehabilitation would be carried out at the key sides where ships usually berthed to increase their weight and capacity to accommodate the standard gauge rail.

She said, "All these aspects need to be computed and the number to be presented to the Hon. Minister and in turn he would make the necessary request for approval to the Federal Government."

Oga if the Nigerian 156km of tracks includes compensation you can imagine how much compensation a 560km rail line will attract. You think we are toddlers. Or the Ghanian line runs through uninhabited desert. They too have gas lines and military formations. Stop being clever by half. Learn to demand for accountability if not things will only get worse. 1. soil topography,

2.Assets on the right of way,(Gas pipelines, Power lines and Phylons, Bridges to be demolished and rebuild)

3. Number of stations on the way (Qualify, Diameter, Facilities involved)

4.Standard or just rail line as some one rightly said,Dual or single track.

5. Maintenance agreement.

6.Mode and time of finance

Construction and project executions are not usually 1+1 that leads to two.

we know most time's things are inflated in Nigeria but lets refrain from judging until when you see the final details of the projects to compare and contrast
