Whatever that's beneficial to the common man in Nigeria , the executive or legislature will lack power to pass such bill .But if it's to pay huge subsidies and awarding of multi billion naira fake contracts, both arms of government have the power to append their signature . We need constitutional amendment as the one we have currently has lot of errors and holes .

Whether common man or no common man, we are a people guided by a constitution.

So, everything we do must be within the dictates of the law.

A fundamental security change like the creation of state police needs to be backed by an Act of Parliament.

If not, a stupid president may come in tomorrow and reverse it.

If we must get things right in this country, we must do them through legal means...that's how sane societies are run.

State police can't work in a tribalism ridden society like Nigeria.
