ABUJA — President Goodluck Jonathan on Sunday implicated a "small terrorist group that resides outside Nigeria" in independence day bomb blasts that killed at least 12 people.

"It is a small terrorist group that resides outside Nigeria that was paid by some people within to perpetrate the dastardly act," he said according to a statement released by his press office.

"We are on their trail and I promise Nigerians that the matter will be investigated to the last, and until everybody that is connected is brought to book, we will not rest. Government will no longer condone this culture of impunity."


Militant group MEND has claimed responsibility for the Friday bombings, but Jonathan seemed to cast doubt on the author of the claim in the statement.

"There was a statement purported to have been written by MEND, but investigations show that members of MEND have said they don't know about it," the president said.

"Anybody who thinks that he can come under the cover of Niger Delta struggle to perpetrate violence and criminality, your time is over. We will no longer tolerate it, we will not accept it, the security agents are on their trail, and Nigerians will soon know the actors behind this evil."

Militants have attacked the country residence of the Vice-President-elect Goodluck Jonathan, in the oil-rich Niger Delta in a dawn speedboat attack.
Police says the house in Bayelsa State, where Mr Jonathan is currently governor, was partially destroyed.
The attackers also blew up a nearby police station. Two policemen died in the raid.
No group has claimed responsibility so far for the attack. Mr Jonathan was not in the house at the time, say sources.
"We know they are from one of the militant groups operating in the Niger Delta but we don't know from which group. We lost two officers in the attack," said Nigeria's national police spokesman Haz Iwendi.
Crisis
The men arrived in two speedboats at about 0200 local time in Otueke village in the Ogbia area in the south of the state, he said.
"The parents of the vice president-elect, who were in the house, were saved by our men and the house has been partially destroyed."

What wild talk? Do you know the information at his disposal? Had he not spoken, you people will have said he is very dull and slow like Yara'dua. His speech is meant to keep you informed as investigations unfold, pending final investigation.

I trust GEJ. He will patiently but definately get to the root of the matter and those involved will be dealt with. Have hope in GEJ because he remains the best option for Nigerians among the lot.

My advice to GEJ is that he should be firm and decisive. Any body, irrespective of status, found culpable should be dealt with appropriately according to the laws of the land. He should not allow himself to be intimidated by any one.

I believe whoever planted those bombs really calculated wrongly, cos they are surely gonna get roped. The only way to politic is through the ballot box, not through bombs and evil plots.

Thanks for asking the right questions. The kidnappers of the 15 primary school kids were never apprehended. That news is already being swept under the carpet without having anyone brought to book for the incident.

The Movement For The Emancipation Of The Niger Delta (MEND) issued the statement below a few hours ago:

The Movement for the Emancipation of the Niger Delta (MEND) deeply regrets the avoidable loss of lives during our bomb attack in Abuja on Friday October 1, 2010. Our hearts go to the families of those killed who we know were sympathetic to our cause.

The irresponsible attitude of the government security forces is to blame for the loss of lives.They were given 5 days prior notice which led to the harassment of Henry Okah on Thursday, September 30 in South Africa. Okah has never been involved in any MEND operations but has always been blamed for every attack which is strange to us,

The security forces were also warned one full hour to the first bomb blast ahead of the general alert sent to the media and told to steer the public from all parked cars which was not done.

Nigeria ex-rebel leader Okah arrested after Abuja blast
Ex-Mend leader Henry Okah denied his faction carried out the Abuja bombings
A former leader of the Nigerian militant group Mend has been arrested in connection with two blasts on Friday in Abuja which killed 12 people.
Henry Okah was arrested in South Africa, said Nigerian intelligence agency spokeswoman Marilyn Ogar.
Nigerian President Goodluck Jonathan labelled the attackers "terrorists" who pretended to be fighting for a cause.
The State Security Service confirmed it had been warned by foreign intelligence services that an attack was imminent.
The Movement for the Emancipation of the Niger Delta (Mend), which says it is fighting for a fairer distribution of Nigeria's oil wealth, said it carried out the car bombings not far from the official celebrations.
Mr Jonathan, who is himself from the Niger Delta, dismissed Mend's attempts to link the bombings with poverty in the delta region.
"It has nothing to do with the Niger Delta. These are terrorists," he told reporters after visiting victims in hospital.
He said people "use the name of Mend to camouflage criminality and terrorism".
It was earlier reported that Mr Jonathan said Mend had not carried out the attacks, but his comments were later clarified by news agencies.
Mr Okah told the BBC on Friday his group was not responsible.
The BBC's Caroline Duffield in Lagos says Mr Okah has barely been heard of outside Nigeria, but within the country he is notorious.
Mend signed an agreement with the government last year, in which former fighters were offered an amnesty and small amounts of cash in return for handing in their weapons.
Our correspondent says Mr Okah, known as the gunrunner of Mend, is widely believed to lead a splinter group opposed to the amnesty.
His friends expect him to be charged on Monday.
Mend said the bombings were to "draw attention to the plight of the people of the Niger Delta".
However, Mend leader Henry Okah, who lives in South Africa, denies involvement. His house was raided by the police early on Thursday.
"They informed me that they were acting on the instance of the Nigerian government, which had petitioned the South African government that I was manufacturing bombs in my home and my home was a warehouse for weapons which I was shipping to the Niger Delta," Mr Okah told the BBC.
The British Foreign Office issued warnings to all travellers to Nigeria. Clearly there were straws in the wind that the intelligence services were aware of.
Mend sent a warning shortly before the blasts, saying "several explosive devices have been successfully planted in and around the venue by our operatives working inside the government security services".
It added: "There is nothing worth celebrating after 50 years of failure. For 50 years, the people of the Niger Delta have had their land and resources stolen from them."
Mend later accused officials of acting "irresponsibly by ignoring our forewarning".
British dignitaries stayed away from Friday's parade marking 50 years of Nigerian independence, raising questions about how much foreign intelligence services knew about threats to the event.
The UK Foreign Office confirmed it had "received indications of a heightened security risk" and took immediate action to update travel advice after the Mend warning on Friday morning.
The Queen's representative, the Duke of Gloucester, had been scheduled to attend the parade but did not do so. His office declined to comment on why he withdrew. Former British Prime Minister Gordon Brown also did not attend.



Then who are the so-called MEND that send an e-mail claiming responsibility for the attack? GEJ will soon be proved right. All those hiding under MEND to terrorize our nation will soon be unmasked.
