The minimum requirement to form a state house of Assembly is 1/3 (one third) of the total number of legislators. That's what the Constitution says. It's only to impeach a speaker, that the Constitution demand for 2/3 (two third).
It will be right to note that, even the almighty Oshiemole did same thing as a sitting governor too.
