It is rather so pathetic that the university has spent so much money on relocating the herders, given them all they requested and we are still encountering this,” he said.

From this statement it is obvious they will not even be satisfied with the ruga bullshit. After meeting all their requests the dirty herders still breach the sanctity and security of the institution so where is this noise coming from that the yeye ruga will stop attacks by herdsmen? UniIlorin should serve as a microcosm of Nigeria today, even if we all bend over backwards to accommodate the vicious herders, they will not rest till they overrun the entire country and destroy everything good, they must take by force and be pampered. With Buhari in power, the invitation of the Police and DSS is a mere cosmetic exercise because the herdsmen will keep destroying farms and they will never be arrested or jailed.

Everyone is complaining.....keep your cows in the north....i heard that sambisa is triple of lagos by land mass, that's enough for them, then the money for ruga settlement should be used to create dam for them....except they have agenda that is known to all...President Buhari call your people to order....anarchy is looming if care is not taking, and that will give birth to war and mind you after war no one Nigeria anymore...those close to the president should advice him

1. Those people expressing concern about using public money to settle the itinerant Fulani herders in order to stop clashes with farmers should remember late President Yar'adua's Amnest programme that also utilized billions of public money in order to compensate the Niger Delta militants and stop armed unrest.

2. However, in implementation, Rural Grazing Area (RUGA) should be restricted to Northern Nigeria. The reason is simple: Nigeria Fulani folks have always lived and operated up North with Hausa as neighbours. In fact, Hausa language, intermarriage and Islam have made this relationship smoother over the years. So it is natural to set up the 80% of thevproposed Rural Grazing Area (RUGA) in the core North and may be 20% in friendly Northcentral zone. Other parts of Nigeria should take the ranching option or engage in pasture production business especially during rainy season and then sell harvested grass to herders up north.

3. Obviously, the critical issues with creating Rural Grazing Area (RUGA) settlements is how to manage in the short term, the relationship between settled Fulanis and the locals in terms of respect for culture and values of host communities. Then in the long term, how to manage the relationship vis-à-vis capturing future growth of both the fulani population and that of the host communities.

4. The Federal Ministry of Agriculture should transparently make public the official policy document on Rural Grazing Area (RUGA) programme as this would help Nigerians to fully understand
- its objectives
- how it will operate in detail
- how it will solve the existing problems
- antipated challenges the settlement would create and how it will be solved
- benefits to stakeholders, business and employment opportunities it offers, etc.

5. Moreover, communications sorrounding Rural Grazing Area (RUGA) need to be professionally done for clarity and effectivess. Unfortunately, at the moment the message has poorly articulated and carelessly relayed to the public. Even the communicators themselves have become a big source of noise in the communication channel. This is NOT helping the already existing mutual inter-ethnic suspicion and mistrust.

6. I also believe that setting up a multi-ethnic implementation committee would help the national acceptance of this strategic intervention to stop herders/farmers clash over land resources.

Why are you trying very hard to give/coin a meaning for RUGA. Rural grazing area my foot ! Cattle economy of Nigeria.

I am sorry but I have to say this prior to number 1.
Yaradua did that because Niger Delta was destroyed as a result of the carelessness of the government.
Coming to the RUGA, this stuff is a private man business and not that of the president unless the govt thru the ministry of agriculture is issuing loan to them.
For this RUGA to work the president must address the problems between the herdsmen and locals.
It is clear that these herdsmen are violent but the govt has failed to address it.

Please remember that I stand to be corrected.

EkunKekere:
University Of Ilorin Invites DSS, Police, Defence Corps To Prevent Herdsmen Attack

The Management of the University of Ilorin in Kwara has described herdsmen as a threat to the university's farms and therefore, threatened to prosecute anyone apprehended.

Prof. Bolaji Sule, the Deputy Vice-Chancellor, Management Services of the university made the disclosure in a meeting with some security agencies in Kwara State.

Sule said the university had met its commitment towards the herders but the issue of insecurity on its land persisted which necessitated the new strategy.

He added that the herdsmen posed serious threats to the university farms, dam site, hostels, academic environment and staff residence.

According to him, they used weapons to threaten staff and students as they committed theft of farm products and building materials.

The DVC also said that illegal farmers were not exempted from the prosecution if apprehended on the school property.

The Deputy Vice-Chancellor pointed out that the institution had plans to use its land but could not do it due to security challenges and stressed the need for security personnel to be proactive.

In his remarks, Dr Kameeludeen Azeez from the Faculty of Agriculture, expressed worry over the illegal activities of herdsmen in the university in spite of efforts to appease them.

“It is rather so pathetic that the university has spent so much money on relocating the herders, given them all they requested and we are still encountering this,” he said.

He said that the security agencies had been mandated to arrest trespassers in the university land to curb the threat, which some unruly herdsmen posed to the institution.

Mr. Yunus Alade-Saliu, a representative of the Directorate of State Services (DSS) in the state, assured the university of maximum security of staff and students in the area.

Alade-Saliu said that illegal farming and other illegal activities in the campus would no longer be treated with kid gloves.

Present at the meeting were the acting Chief Security Officer of the University, Mr Juel Ikubanni, the representatives of the DSS, Yunus Alade Saliu, the Nigeria Security Civil Defence Corps, Lawrence Sunday and Inspector Adams Mudashiru of the Nigeria Police, the News Agency of Nigeria reports.

D fact that yar'adua "utilized billions of public money in order to compensate the Niger Delta militants and stop armed unrest", doesn't mean he did d right thing. Am certain that u also no that. So u can't now use what yar'adua did to justify what buhari is trying to do. In fact, ur point only accentuate d suspicion that this is just an orchestrated attempt to replicate yar'duas amnesty programme 4 Fulani herdsmen, buharis people.

D problem with Ruga isn't one of communication, miscommunication or lack of communication. D govts has said what it wants to do& it has been explicit about it. And I believe Nigerians understand it. D only thing is that d people can c thru d programme as one that isn't in d interest of Nigeria but strictly in d interest of d Fulanis.

U can't expect people to accept this programme when theres no justice. Fulani's have had a field day killing Nigerians& d govt hasn't arrested one Fulani & prosecuted him. In fact, d govt & myetti Allah have continued justifying d killings. Where d govt deliberately refuses to apply d law in favour of Fulanis despite clear violations of d laws of this country, majority of Nigerians will not c anything good in d programme
