But...
Who would do the giving?
And.. By 'Enabling Environment', what do you even mean?
We own the environment! It's on us to shape and mould it into whatever we wish!
Why do we still keep drawing back to this Blame-Game? Why not build that enabling environment?
Look at 'em schools. They are 'cramming' grounds! La cram la Pour! How many practicals in our Science books are actually done by US? We just take their shit verbatim for exam purpose!
Look at the teachers themselves. A lot of them don't have passion for teaching! They became teachers 'cos of unemployment! Some Profs don't like the Courses or departments they are from! That's why you see lecturers coming for lectures only once per semester! So, the education system is faulty!
Also, we always sit back and blame the Government! That road in your area that is bad.. Isn't there a rich man in the area that can fix it or even pour just stones and sand in the holes? But, no! It's on Buhari or whoever is in power! That's bullshit! Does Buhari even know your Local Gov't Chairman? So, how will he know you or your road?!
I'm fed up with this stuff, guys!
There's a lot of work to do!

No doubt that's a factor..

I recognise the intensive population based strategies to increase wellbeing and intelligence right from the antenatal period all through secondary education in Singapore....

But you can hardly compare the cumulative or collective intelligence ability of a city-state such as Singapore to a nation as large as China..

Likewise population size may well explain to a considerable degree why S. Korea, Hong Kong ranks above China.

Greater variation due to more factors.

The irony of your post is that it contradicts itself at every point. If Nigerians were intelligent they would have created an enabling environment.
The painful truth is that most Africans stand in the lower end of any IQ list.

Self deception is really a bad thing. It's one thing to say that the black man possibly has the potential to make something of himself and his environment, it's another thing entirely to lie blatantly that the black man is responsible for most of the innovation going on in the world.
That is absolute garbage.

As for Philip Emeagwali you clearly don't know enough about him. He is a known fraudster who faked most of his credentials.

The basics are not in place...
That's why there's a patchy growth which comes in sporadic cycles.

To homogenise the growth and not have short term leadership wonders who are soon chased away by the theming dissent within the population.....

Mentality has to change...
1. Wanting to help my neighbour as myself.. That has to be the new mantra...
Daily TV in Singapore pours out principles of Confucianism: manipulation? But it works

2. Belief in collective prosperity with a degree of asceticism

3. Willingness to work hard in a sustainable manner, building for generations yet unborn

4. Collective vision with stakeholder buy in... Leading onto

5.Enabling supportive framework :--- education, health accessibility whilst improving provision, infrastructure

6. Enabling industry and commerce


Easier said than done.. Particularly in a country that has been so divided and torn from partisan interests and endemic corruption...

But its doable

We celebrate certificates, invest our resources in foreign schools while our own educational system suffer.
We graduate with first class grades but still can’t solve our internal problems.
Lots of doctors but we still travel abroad for treatment , lots of electrical engineers and technicians but we can’t fix our power issues?
Lots of mechanical and civil engineers but we still depend on the Chinese to fix our pot holes, lots of ecological experts but we still haven’t found solutions to our ecological and environmental problems.

It’s not by answering Alhaji Prof Dr or Pastor Engr, Architect, high chief etc.

I read what he wrote with disdain and many people agree because it appeals to their emotion. We aren't smart one bit, we should stop being full of ourselves. When a Nigerian travel abroad and does well and it's reported in the papers, we appear smart. What about the millions of them who aren't going well?
