El-Rufai is already doing that in Kaduna even without a legal requirement.

Must the president wait for a law to do what is desirable even if not compulsory?

Has athifku finally decided not to cum?

Useless ipob party, go and wait for the cuming of athifku in biafla.

U are here shouting IPOB, athifku, biafla on NL as if they are the problems of this country or the cause of your frustration while Fulani's are busy setting d country on fire, encroaching into your geographical territory, killing, kidnapping and maiming people upandan..And some mumu people here are punching like for your stupid comment. This country will ever remain stagnated in development when daft people like u cannot make use of brains if at all u have any.

I find some comments here very disturbing.
Why are some people thinking this is a PDP problem. The made a very nice suggestion, instead of everyone applauding and advising the president to attach portfolios to name of ministers we are here saying why must it come from PDP.

Not too late. I wish PDP used their control of the house in the last 20 years well.

Are they the president? They want to be rulling in proxy. Nigerians, especially pdp always asserting authority on what they know very little about. US democacy that suppose to be the template for Nigeria are not eroding their presidency for what normally doesn't concern them.

applaud what? It is a useless and irresponsible demand. Know your bounds in presidential type of government. Ministers are political appointments, it is non of their business. There could even be swapping of ministers by the president by the presidency's assessment, how would the NASS respond to that?

Look at all the ministers attached to different portfolios during thr pdp years.
Which of them was.not highly qualified for the post?

Is it NOI, aganga, barth Nnaji, Dora akunyili,Soludo, Akinwunmi adeshina.?
Which of them fell short of qualification in their respective portfolio?

Even the highly corrupt allison maduekwe was an engineer who worked with shell for decades.

Who dash Allison engineering?

She is an architect.

Allison wasn't an engineer, also, none of the PMB ministers lacks academic qualification or professional experience in their respective field.
Competency, especially in government, is not just relative to academic qualification or professional experience but some other factors.
Discipline and understanding the art of compromise helps achieve a lot as a leader than whatever qualification possessed.
Dora Akunyili as much as we love her and pray for more of her in our administration, she was not effective as a minister, probably she would have made a mark as Min for Health.

Aristotle said man without law is worse than a goat...el rufai is doing It on his own volition...another governor can come tomoro in kaduna and refuse to follow suit...but if a law is in place a leader ll have no choice than to follow...just like the president has not broken any law by not appointing any minister...

In that case, it is wrong to ask the NASS to pass a law on it. An Act of the National Assembly cannot override the constitution.

The Constitution only requires someone to be confirmed as a ‘minister of federal republic’ not minister of, or for specific portfolio. Otherwise, the constitution must be amended and that is not the sole responsibility of the National Assembly.

President Jonathan rejected the State of Nation Address Act which requires the president to address the National Assembly on a specific day as done in US and South Africa on the ground that the Nigerian constitution doesn’t allow the Nass to ask the president to address it. The constitution gives the prerogative to the president of when and if he wants to address the Nass.

Not everything that is desirable need to be legalized. There is room for precedence and generally accepted code of conduct. What we refer to as best democratic practices in advanced democracies are mostly non-legalised and non-binding good conducts of the political operators which later become precedents and norms.

you have a point anyway...so let the constitution be amended then...and those castigating the president that he don't address the country thru media chat like Jonathan and others did can now see...but then not to young to rule bill is not in constitution but was signed by the president

Good, but for the record, “Not too young to run” is actually a constitution amendment which was passed by the National Assembly, approved by at least 24 states houses of assembly and assented to by the president in 2018.

It is not an ordinary Act of National Assembly and it altered sections 65, 106, 131 and 177 of 1999 constitution.

which means same can be done in this regards too...
a time frame for announcement of ministers
a mandate for the president to always address citizens and joint assembly address.
democracy evolves with change in acts and statute
